Contracting Officer, Ginny Selwyn, 615/736-7276. Two Indefinite
Delivery/Indefinite Quantity Cost Reimbursement Pre-Placed Remedial
Action Contracts unrestricted using full and open procedures. Contracts
will have a basic performance period of a three-year base and two (2)
option years. Performance is expected to begin during FY 99. There is
no limit on the number of task orders or annual expenditures, total
during the base and option years will not exceed $20 million each. The
successful contractor shall be able to demonstrate the ability to
execute task orders related primarily to the field of remediation of
hazardous and toxic waste sites under the control of the Federal
Government or which the Federal Government is the proprietor or
potentially responsible party. Work may include construction related to
remediation. The work could involve clean-up of superfund sites,
military installations and other sites. The contractor may be asked to
offer environmental support where the U.S. Army Corps of Engineers may
otherwise be authorized to respond, which could entail areas outside
the Great Lakes and Ohio River Division boundaries. The SIC 8744 work
may include, but not be limited to: sampling and analyzing the contents
of hazardous and toxic waste sites or potentially toxic sites,
emergency spill containment, removing, treating and disposing of wastes
from ordnance, explosives, and/or radiation, ordnance identification
and avoidance, removal of ordnance, removal of underground storage
tanks, testing of soil and water samples, remediation of such sites,
installing monitoring wells, well abandonment, constructing caps,
slurry walls and grout curtains, removing unsafe buildings, with or
without asbestos, installing soil venting systems, groundwater
treatment systems, thermal extraction systems, installing new tanks and
water supply systems, short term operation and maintenance of
facilities, preparation of all site documents, safety plans, quality
assurance plans work site plans, as-built drawings and miscellaneous
other documents as specified in the individual task order. The
solicitation will be competitively awarded based on the evaluation
established in the Request for Proposal. The Request for Proposal will
be issued o/a 16 Dec 98 and will only be available on CD-ROM. Written
requests including RFP number should be sent to USACE, Attention:
CT/0007, PO 1070, Nashville, TN 37202-1070, must be received in this
office on or before November 25, 1998. Telephone calls and visits are
discouraged. Responsible sources requesting solicitation documents may
