Sought Synopsis. The following information is provided to assist
potential contractors who have the skills, experience, knowledge and
facilities required to successfully complete this effort. SM-ALC,
McClellan AFB, CA intends to award a depot level
maintenance/modification kit installations contract to support the USAF
A-10 Aircraft located in Europe. Sources are being sought for potential
offerors who have the skills, experience, knowledge, and facilities to
successfully complete the repainting, modification installations, and
unscheduled repairs on these aircraft. Facilities required to perform
this effort must be within a 400 air mile radius of Spangdahlem AB,
Germany. The effort will include, but is not limited to, (1) plastic
media blast and repaint, (2) scuff, sand and paint, (3) installation of
the Embedded Global Positioning System/Inertial Navigation System
(EGI). It may also include (1) installation of complex aircraft
modifications such as Countermeasures Set (CMS), Common Missile Warning
Systems (CMWS), Situational Awareness Data Link (SADL), Airborne Data
Recorder (ADR), On-Board Oxygen Generating System (OBOGS), Stores
Management System/Weapons Data Bus, Targeting Pod, (2) landing gear
replacement, flight control refurbishment and structural repair, etc.,
(3) engineering services to support the Maintenance Assistance
workload, and (4) unscheduled repairs. The Air Force will acquire these
services through either an Indefinite Delivery/Indefinite Quantity or
Requirements contract awarded under AFFARS, Appendix BB, Source
Selection Procedures. It is intended that the contract will be awarded
under a Fixed Price type pricing arrangement with a Time & Material
line item to accommodate unidentified/ unscheduled efforts and a cost
reimbursable, no fee line item for unplanned travel expenses. Potential
offerors are requested to provide a summary of the capabilities and
facilities they have which will allow them to perform the
aforementioned A-10 Depot Maintenance and Installs. Any information
which is indicative of the offeror's capabilities to successfully
perform this effort will be accepted. The government does not intend to
contract on the basis of this request or otherwise pay for the
information solicited. Release or distribution of your response will be
approved by the contracting officer. Interested parties are requested
to submit three copies of the aforementioned summary of capabilities
and facilities to Richard G. Heinze, 6072 Fir Avenue, Bldg 1233, Hill
AFB, UT 84056-5820 no later than 10 working days after publication of
