This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in FAR parts 12 and 13 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION TO BE ISSUED; quotes are being requested and NO FURTHER WRITTEN SOLICITATION WILL BE ISSUED. The solicitation number for this Request for Quote is N00244-99-T-0021 and closes on 18 NOV 1998, 3:00 p.m. Pacific Time. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-08. This solicitation is reserved 100% for Small Business Concerns. The Standard Industrial code is 7389. The Federal Supply Code is R708. The requirement is for firm fixed price Marketing and Consultation Services in accordance with the Statement of Work for a Base Year and two (2) Option years. Item 0001: Base year, Period of Performance: Approx. 01 APR 99 or date of award through One year, 12 months at $______/mo. Item 0002, Option year I, Period of performance: One year after award of contract for a one year period, 12 months at $______/mo. Item 0003: Option year II, Period of performance: 2nd year after award of contract for a one year period, 12 months at $______/mo. STATEMENT OF WORK: Background: On 01 July 1998, Naval Construction Battalion Command, (CBC) Point Hueneme became a CINCPACFLT command under the regional management of COMNAVBASE San Diego and the Southwest Region. These organizational shifts end the 56 years bond between CBC and NAVFACENGCOM as its major claimant. On 01 October of this year, the Base Operating Support (BOS) Services for CBC Port Hueneme, NAS Port Mugu, and NSWC PHD were consolidated under the CBC as the host provider. Scope of work: The Navy is soliciting Contractors to provide Marketing and Consultation services and produce products that promote the services and facilities offered by CBC Port Hueneme. The Contractor, under the guidance of the Public Affairs Officer, shall design marketing plans toinform the target audiences of the agencies' mission and capabilities. The Contractor is required to revise and/or develop customized marketing plans that will formulate short and long-term goals to increase awareness of services and capabilities of the CBC Port Hueneme. This includes communications/media deliverables that update existing communication/marketing tools as well as developing and providing new communication/marketing tools. Products may be in the form of CD-ROM, printed materials, photos, brochures, pamphlets, fact sheets, articles, and presentations. Any computer generated product shall be produced in a media compatible with IBM compatible hardware and Microsoft Windows software applications including MS Office 97, Word, Powerpoint, Excel, Access and Pagemaker 6.0 version. Under the guidance of the Public Affairs Officer, the Contractor shall clearly identify the target audiences, establish measurable marketing objectives, determine market trends and conditions, and identify appropriate strategies and recommended tactics/tools to meet those objectives. The Contractor is required to have proven public relations/marketing experience and expertise to accomplish these tasks. The Contractor shall provide direct support for the writing and editing of materials, including brochures, pamphlets, fact sheets, articles and presentations. The Contractor shall have technical expertise to write about a variety of topics and will be required to have an understanding of the highly complex technical, legal and social issues inherent to Government policy and public awareness campaigns. The products are to be designed to inform audiences of the capabilities of the facilities and Base Operating Support, (BOS) available for fleet operations, mobilization, joint service exercises, and training. This includes technology, personnel, surge capacity, and infrastructure, railhead and locomotive, airhead, seaport and "hotel services" and laydown area and support to the community and local economy. Consultation services will be made available as required to achieve objectives in product production and informing various publics on CBC programs and mission. The Contractor shall be responsible for obtaining all necessary permits and licenses and for complying with all applicable Federal, State, and Municipal laws. The Contractor shall not retain or use any material produced under the contract for self-promotion. Under the guidance of the Public Affairs Officer, Contractor will obtain editorial content and data about CBC mission, assets, capabilities, programs and history through direct interface with impacted CBC organizations, tenants or other activities as required. All deliverables are to become property of CBC Port Hueneme. All data produced in performance of the contract shall be the sole property of the Government. The Contractor agrees not to assert rights at common law or equity and not to establish any claim to statutory copyright in such data in whole or in part in any manner or form nor authorize others to do so. Upon completion of work under the contract or termination, the Contractor shall prepare for shipment, delivery FOB Destination of all deliverables required under the contract. The Contractor shall properly dispose of all materials received from the Government and all residual materials produced in connection with the performance of the contract. All materials produced or delivered under the contract will be become and remain the property of the Government. There shall be no dissemination or publication of information developed under this contract or contained in the Government furnished materials pursuant to this contract without written approval of the Contracting Officer, except within the Contractor's organization and between subcontractors for the purpose of producing products or services for CBC Port Hueneme. Upon award of the contract, the Public Affairs Officer of CBC Port Hueneme will serve as the Contracting Officer's representative and liaison with the Contractor.
