Provide all labor, tools, equipment transportation and materials to
maintain Military Family Housing (MFH) and provide Furnishings
Management. Services to be provided include maintenance and repair of
interior/exterior of 1,455 military housing units; repair, replace and
maintain appliances; provide locksmith service; manage and repair
inventory of government furnished furniture used primarily in
dormitories and temporary living quarters. Types of housing maintenance
to be performed shall include change of occupancy maintenance, service
calls, and recurring maintenance of installed equipment. Minor
construction requirements include wood floor refinishing/replacement,
plumbing, carpentry, electrical, concrete repair/replacement, bathroom
repair/replacement, and kitchen repair/replacement. Work also includes
maintenance of playground equipment. The contract period will be for a
total of five (5) years (basic period with four one-year options). The
anticipated start date will be 1 Oct 99. Release of the RFP is
anticipated mid-Jan 99 and will be released via the Internet only. This
solicitation will not result in a contract if government performance is
determined to be more advantageous. This will be a competitive sourcing
effort under OMB Circular A-76 whereby the successful offeror will
compete with the Government's Most Efficient Organization to determine
if the work will remain under civil service or be awarded to a
contractor. The applicable SIC code for this requirement is 1799 and
the corresponding size standard is $7 million (gross revenues averaged
over the past three years). This project is being considered for a
competitive 8(a) set-aside for qualified 8(a) contractors nationwide.
