kd82h@nih.gov. ELECTRONIC RFP ANNOUNCEMENT, POTENTIAL OFFERORS WILL BE
RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND
AMENDMENTS. The Cancer Diagnosis Program (CDP), Division of Cancer
Treatment Diagnosis (DCTD), National Cancer Institute (NCI) is
soliciting proposals from offerors with the capability to establish
databases and tracking systems, assist in the development of forms for
data collection, enter data from forms into the database using
appropriate quality control measures, and prepare statistical summary
reports using available statistical software for projects initiated by
components of the NCI. This is a 100% Small Business Set-Aside,
Standard Industrial Classification (SIC) Code 7379, size standard $18.0
million. The contract will provide data management support for NCI
specimen resource activities and for resource and research projects
supported by the NCI. Specific duties include: 1) Data Management
Support for Tracking Specimen Resources, 2) Data Management Support for
Receiving, Responding to, and Tracking Inquiries Concerning Specimen
Resources, 3) Data Management Support for Resource and Research
Projects Initiated by the Cancer Diagnosis Program, 4) Data Management
Support for Ad-hoc Special Projects, 5) Use of the Government Computer
System, and 6) Preparation of Reports. These duties require the
application of existing software or the development of specialized
software for data organization, maintenance and analysis. Use of the
system provided by the Center for Information Technology (CIT), located
at the campus of the National Institutes of Health (NIH) in Bethesda,
MD is required. An offeror must meet a mandatory qualification criteria
which requires the offeror to demonstrate the ability to meet with
experts in CIT, Bethesda, MD and prepare and deliver reports to the
Project Officer within 24 hours of notification by the Project Officer.
The incumbent contractor is Information Management Services, Inc. of
Rockville, MD. All responsible sources may submit a proposal which
shall be considered by the agency. It is anticipated that a single,
incrementally funded, cost-reimbursement contract will be awarded. The
anticipated solicitation issue date approximately 15 days after
publication of this notice, and proposals will be due approximately 45
