The U.S. Army Communications Electronics Command (CECOM), Fort Monmouth, NJ proposes to award a sole source modification through negotiations with Northrop Grumman Corp, Baltimore, MD. Northrop will extend their (HPC) high performance computing and computer communication networks by implementing testing and documenting of tasks identified in the Test & evaluation master Plan of the Infrared/Optical Image Processing for surveillance Applications project. Northrop Grumman is the developer of the ATR algorithm used in this program and is the only contractor having sufficient knowledge and understanding about its operation to successfully execute the TEMP. Northrop Grumman also has proprietary rights to the ATR Software. Northrop Grumman will be asked to respond to a Letter Request for Proposal and anticipated date of award is February 1999. All responsible sources may submit a proposal which shall be considered by the agency. See Notes 22 & 26.
