U.S. Environmental Protection Agency's (EPA), National Health and
Environmental Effects Research Laboratory, Western Ecology Division, in
Corvallis, Oregon is seeking qualified sources to collect and deliver
environmental data from field sampling of wetlands located within the
Nanticoke River watershed of Delaware and Maryland. Examples of the
types of measurements that are likely to be taken as part of this study
are: identification and cover estimates of plant species, counts and
diameters at breast height of trees in a plot, descriptions of soil
characteristics from soil pits, identification of birds, collections of
macroinvertebrates, and descriptions of site characteristics such as
macrotopography. The contractor shall provide a person to serve as
Wetland Monitoring Coordinator. The Wetland Monitoring Coordinator
shall recruit, organize, and manage a volunteer workforce of citizens,
students, state and federal agency personnel, and research staff to
accomplish the tasks. The contractor will not be responsible for the
study design and the analysis and reporting of acquired data. The
purpose of this procurement is part of a study to assess the ecological
condition of wetlands in the Nanticoke River watershed of Delaware and
Maryland. The tasks include: (1) Prepare a "Community Outreach Plan"
that describes the community outreach strategy to promote the exchange
of information about the study with local communities located within
the watershed; (2) Prepare a "Field Reconnaissance Plan" that describes
how landowner permission will be obtained for entry onto wetlands by
field crews; (3) Prepare a "Field Operations Plan" that describes the
logistics for deployment of field crews used to survey wetland
condition based on protocols provided by EPA. The period of performance
is date of award through 21 months. The US EPA anticipates awarding a
firm-fixed price purchase order. The SIC code is 8999 with a size
standard of $5 million in annual receipts over the preceding three
fiscal years. The Request for Quotation (RFQ) is expected to be issued
via the Internet on or about 11/12/98 with a quotation due 12/02/98.
