An interactive CD-ROM training program for Advanced Concept Technology
Demonstration (ACTD) personnel is being developed by Office of Naval
Research in support of the Deputy Under Secretary of Defense for
Advanced Technology (DUSD(AT)) and through the efforts of Naval
Education and Training, Professional Development and Technology, Center
(NETPDTC) Pensacola. To conclude this effort, individuals with prior
ACTD experience in either execution or assessment are sought to
generate narrative descriptions of processes and topical matters. In
particular, these matters are: ACTD Candidate Review, Selection,
Implementation Directive, and Approval; Prototype Design & Development,
Fabrication, Certification of Interoperability, Test and Design
Upgrades; Assessment of military utility; Transition, Residual Support,
Interim Capability, and Preparations for Acquisition Decision; ACTD
Completion, Final Reporting, and Lessons Learned; Knowledge and
understanding of the various classes or categories of ACTDs. ONR seeks
assistance from these experienced individuals in the November-December
1998 period to: conduct interviews of active ACTD personnel; generate
narrative materials; and work with other individuals similarly engaged
to generate a complete, consistent narrative description. Interviews
are expected to be in the 2-4 hour range each, with each person likely
to be involved in 2-5 interviews. Interviews likely will be with ACTD
development managers, ACTD operations managers, and representatives
from the staffs of the European, Pacific, Central, Southern and
Atlantic Unified Commands operational test, test and evaluation
personnel, support staff, as well as the DUSD staff. In addition, it is
anticipated that these individuals will be called upon to review the
actual training product. These reviews are expected to occur in the
March-May 1999 time frame, consisting of 4 review sessions, of 1-2 day
duration each. Multiple awards are anticipated in support of the
narrative description Training materials, each award thought to be
$25,000 or less. For additional information please see the ACTD
