Landscape architecture or planning firm to prepare a master plan for
a new national cemetery in the Fort Sill, OK area, including but not
limited to design development of an administration building, a
maintenance building, committal service shelters, assembly area,
columbarium, internal roadways and a turnpike interchange, landscaping,
signage, site furnishings, irrigation and utilities within a 400 acre
parcel of VA land. Required services would include preparation of a
master plan, based upon a VA completed concept design, schematics and
design development, including all appropriate architectural and
engineering disciplines, and a firm estimate of construction cost. The
contract will include a government option for contract document
preparation and construction period services. Only firms with in-house
landscape architectural or planning services, experienced in the
design of cemeteries or similar land development/park like projects
will be considered. In addition to design capabilities, emphasis will
be placed on the estimating capabilities of the applicants. Applicants
must have an established working office in the state of Oklahoma of
sufficient size and experience to accomplish the work. No firm will be
considered unless an application consisting of a completed SF 255 and
other evidence of experience and capabilities the applicant considers
relevant is received by the VA A/E Evaluation & Program Support
Service within 30 days of the date of this advertisement. A current SF
254, representing and differentiating between the personnel,
experience and capabilities of all involved offices, must be included
with the application together with current SF 254s for each proposed
consultant's office involved. Applicants will be rated based on the
relevant experience of both the firm(s) and assigned individuals, the
applicant's capacity to do the work, record of past performance on VA
work, geographic consideration, and participation of minority and
women-owned consultants. Award of contract is dependent upon the
availability of funds. This is not a request for a proposal. If
subcontracting opportunities exist and the submitting firm is not a
small business, the small, small disadvantaged and women-owned business
subcontracting goals will be 40% (SB), 8% (SDB), 5% (WOB) respectively
of the amount of work consulted out. Note: the "covenant against
