Institution is seeking proposals for Architect-Engineer planning,
design, and construction phase services for various small
architectural, civil, structural, mechanical, and electrical projects
at the Smithsonian Institution's National Museum of Natural History,
Washington, DC. Required services include but are not limited to
architectural and engineering studies, cost analyses, preparation of
construction contract documents for architectural, structural,
mechanical, electrical, fire protection, security systems, and
hazardous material abatement for a variety of small projects. Typically
the work includes minor repairs, building renovation, and facility
improvement projects. While a portion of the work involves implementing
facility master plan projects, the greater number of work orders will
be for smaller projects. Other services may include construction
management and inspection, submittal review and preparation of record
drawings, preparation of concept studies, interior space planning and
mitigating accessibility barriers. Optional services will include
providing A/E services to various other Smithsonian Institution
facilities. Design and construction of all projects will utilize SI
(metric) system measurement. It is anticipated that the contract will
be for a period of one year with four one-year renewal period options
and that the contract may provide a maximum design effort of $1,000,000
per year, with individual work orders not to exceed $500,000. Firm
evaluation and selection will be based on the following criteria: 1)
Specialized experience and technical competence of the firm and major
sub-consultants with repair or renovation of facilities while
maintaining operations, particularly public, administrative, scientific
and laboratory facilities, knowledge of local, state, federal
legislation, codes, regulations, standards and guidelines for design,
accessibility for individuals with disabilities, hazardous material
abatement, and construction; 2) Sensitivity to the preservation ofour
historically significant structures, Section 106 of the National
Historic Preservation Act, National Capitol Planning Commission,
Commission of Fine Arts, and all applicable federal, state, and local
historic preservation and planning authorities; 3) Past performance on
contracts in terms of cost control, quality of work, responsiveness
and compliance with performance schedules; 4) Firm competence as
demonstrated by submittal of internal quality control, cost control and
scheduling procedures; 5) Firm located in proximity of Washington, DC;
6) CAD capability. The successful firm will be expected to sign a
standard, unmodified, Federal A/E contract. Interested, qualified firms
are invited to submit completed Standard Forms 254 and 255 and other
appropriate data to Engineering and Design Services, Office of Physical
Plant, Smithsonian Institution, 955 L'Enfant Plaza SW, Suite 3230,
Washington DC 20024, Attention: Alison Hunt, not later than close of
business, December 3, 1998. Preface submission with an attached
original and a loose copy of a brief cover letter on company
letterhead. The Smithsonian will dispose of submitted material 60 days
