A Request for Proposals (RFP) is to be issued on or after November 20,
1998. The acquisition is for the U.S. Army Wholesale Logistics
Modernization Program Services. The acquisition will result in a task
order based ten-year Requirements contract. The current Wholesale
Logistics Management (WLM) System is composed of the Commodity Command
Standard System (CCSS), Standard Depot System (SDS), and other
applications and is sustained by the Army's Logistics Systems Support
Center (LSSC) and Industrial Logistics Systems Center (ILSC). CCSS and
SDS are information systems used by Army Materiel Command (AMC) and
its subordinate activities in support of logistics functions. The
Contractor shall provide for the transfer, from Government control to
Contractor control, of the expertise, workload, software, and
documentation associated with sustaining the functionality provided by
the systems. The Contractor shall provide Logistics Modernization
Services, including business process re-engineering to provide
modernized services, and implementation and sustainment of the
modernized services. The Contractor shall provide data processing and
data communication services. The Contractor shall also provide similar
services to support other relevant logistics programs such as: Single
Stock Fund (SSF), Global Combat Support System-Army (GCSS-Army),
Defense Property Accountability System (DPAS), Integrated Sustainment
Maintenance (ISM), Headquarters Application System (HAS), Virtual
Integrated Materiel Management Center (VIMMC), and Joint Computer-Aided
Acquisition and Logistics Support (JCALS). Individual task orders will
be issued to the Contractor for the performance of these services. The
Contractor shall also provide services similar to those described above
to support existing and emerging Army and Government programs (other
than logistics programs). Provided the contractor exceeds performance
requirements and continues to innovate business processes, the
Government intends to extend the period of the Requirements contract
past the ten-year period. To obtain the RFP and additional information,

CECOM Business Opportunities. Registration for a user ID and password
will be necessary for submission of proposals to CECOM through the BOP.
No proposals shall be submitted directly to the Contracting Officer.
