This is the first synopsis for OMB Circular A-76 Cost Comparison Study of the 6th Civil Engineering Squadron at MacDill AFB FL. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform Base Civil Engineer tasks and functions currently done by both military and civil service employees. The total number of people affected by the study is approximately 292 individuals. Any resultant contract awarded will be a firm-fixed price, incentive type contract. This requirement has been set-aside as a sole source to an 8(a) Native American firm, specifically Chugach Management Services, Inc., for cost comparison against the Government's Most Efficient Organization (MEO). SIC Code and Size standard for this acquisition is 8744 -- $20M. It is anticipated that the contract period of performance for this acquisition will have a minimum period of performance of 5 years with a maximum period of performance of 10 years. The solicitation will be issued on or about 8 Feb 1999. If as a result of the cost comparison, Chugach Management Services Inc. is selected as the most cost effective organization, the resultant contract will be issued as a direct award between the contracting office and the 8(a) Contractor pursuant to the Memorandum of Understanding dated May 6, 1998, between the Small Business Administration (SBA) and the Department of Defense as stipulated in DFARS SUP 219.811-1.
