R -- DESIGN/ENGINEERING SUPPORT PROGRAM SOL F42620-99-R-1002D POC For copy, PKX-2/Pamala Chaffee/(FAX)801-777-7522, For additional information contact Spence Peterson/Lfks/[801]777-5965 The Hill AFB, Utah, Technology & Industrial Support Directorate Engineering Home Office Branch (OO-ALC/TIEH) will award one or more contracts under a program known as the Design & Engineering Support Program (DESP). The DESP is a follow on to the Design Engineering Program Phase II (DEP II). It will provide the Air Force with high caliber engineering and technical services to support all AFMC weapon systems, subsystems, and related processes. Tasks may include engineering studies; design & prototype construction; testing; design & manufacturing analysis; technical documentation, and selection and management of subcontractors based on their program specific qualifications. Each DESP contract awarded will be a five year Indefinite-Delivery/Indefinite Quantity (ID/IQ) contract, with multiple pricing arrangements: (Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF), Cost Reimbursement and Labor Hour). All responsible offerors (as defined in the Federal Acquisition Regulation) may submit a proposal, which shall be considered. 2. The government may award up to ten contracts under the DESP. However, the government reserves the right to award less than that amount or no contracts at all. Of the ten awards to be made, seven will be unrestricted and three will be set-aside for small businesses only (SIC 8711). 3. Some of the current contractors under AFMC DEP contracts are: Aerospace Engineering Spectrum, Battelle Memorial Inst, BDM International Inc., University of Dayton Research Inst, Science Applications Int'l Corp. (SAIC), Scientech Inc, and Southwest Research Inst, TRW, Unisys, ARINC and CACI-ASG. 4. Each design engineering contractor will be excluded from participation in any follow-on production phase, either as a prime contractor or a subcontractor for the programs they develop under the design engineering program. 5. This acquisition will be conducted using Source Selection Procedures as authorized by AFFARS Appendix BB. This request is a continuation of the acquisition process for the previously advertised request for interested sources under F42620-98-R-BBBBU of 20 May 1998, from which over 50 responses were received from interested sources. 6. A draft request for proposals (DRFP) will be issued approximately 29 Oct 1998. A pre-Solicitation Conference may be held at Hill AFB on the 20 Nov 1998. The final Request for Proposal (RFP) will be issued approximately 21 Nov. 1998. Contractors shall submit their proposals 30 days from the distribution date of the final RFP. Paper copies of the DRAFT or final RFP will not be available. An electronic copy of the DRFP and the final RFP will be located at http://farsite.hill.af.mil/rfpso/other/desp.htm.
