Larry J. Grauert, 407/380-4603 17. The Naval Air Warfare Center
Training Systems Division (NAWCTSD) has a requirement to support the
Navy's Command Aircraft Crew Training (CACT) Program which includes
providing all labor, equipment, training facilities/materials, tools,
supervision and other services necessary for academic, aircrew
coordination, and simulator training for initial pilot training,
refresher pilot/engineer training, and several C-20G maintenance
courses (initial maintenance, trouble shooting, maintenance manager,
electronics and avionics, and corrosions control/ prevention training)
for the C-20G aircraft (Gulfstream IV as configured for U.S. Navy).
The pilot courses are certified by the Federal Aviation Administration
(FAA) and validated by the Navy Aviation Model Manager (through
acceptance of course syllabi). The maintenance courses meet applicable
Air Transport Association 104 requirements. The simulator must be
capable of FAA Level C certification or higher (under FAA Circular
120-40B) with C-20G configured cockpit. A low-cost picture mockup
cockpit familiarization trainer (CFT) is required unless the simulator
is used for cockpit and procedures training. A cockpit procedures
trainer (CPT) is required unless the simulator is used for cockpit and
procedures training. A part task trainer (PTT) is required unless the
simulator is used for Honeywell SPZ-8000 Integrated Flight Control
System/Flight Management System training. The flight simulator's
cockpit/functions must duplicate the above aircraft and be capable of
simulating all NATOPS normal/emergency procedures. In addition to the
flight simulator, a cockpit familiarization trainer shall be available
to students. All pilot/engineer course contractor instructors provided
for training services shall, as a minimum, be FAA certified in the
subject and aircraft being taught (i.e., Simulator Instructors: Airline
Transport Pilot (ATP) or Certified Flight Instructor-Instrument (CFI-I)
type rating; Ground School Instructor: Basic and Instrument FAA Ground
School, FAA Flight Engineer or ATP/CFI-I FAA rating; FAA exemptions
accepted). New DOTFAR 142 training center certification in the
Gulfstream IV will suffice for instructor and course certification.
Maintenance course contractor instructors must have demonstrated
practical maintenance experience and/or a FAA Airframe and Power Plants
(A&P) license. Contractor will be required to submit for government
approval an Approved Training Syllabus (ATS) for each course that meets
applicable requirements of the Naval Air Training and Operations
Procedures Standardization (NATOPS) for the above cited aircraft. An
indefinite quantity OR REQUIREMENTS type contract with provisions for
firm fixed price delivery orders is anticipated with a 60-month period
of performance (base year and four option years). NAWCTSD anticipates
release of solicitation N61339-98-R-0030 on or about 25 November 1998.
