previously published announcement for a requirement for batteries dated
7/20/98, as follows, FROM: The Federal Aviation Administration (FAA)
has a requirement for a estimated 362 each, Battery KCT660, NSN:
6140-01-112-7652, P/N: C405075706, Mfg: American Telephone & Telegraph;
P/N: KCT660, Mfg: Amega Corp, The Standard Industrial Classification
(SIC) code is 3692. FOB point is destination. A Indefinite
Quantity/Requirements Type contract will be awarded with three 1-year
options. All interested sources must submit requests for the RFP in
writing (FAX number 405-954-9219) or via the Internet by Monday August
3, 1998. All responsible sources may submit an offer which will be
considered by the agency. TO: The Federal Aviation Administration
(FAA), Mike Monroney Aeronautical Center, Oklahoma City, Oklahoma,
contemplates the acquisition of C and D Charter Power Systems (C&D),
wet charged battery, Part number KCT660, NSN: 6140-01-112-7652, or
Equal, on a competitive basis. The Standard Industrial Classification
Code (SIC) is 3692. Batteries are required to support the Second
Generation Very High Frequency Omnidirectional Tactical Air Navigation
(2GVORTAC) systems. Estimated quantities over a 5-year period (basic
contract year with four 1-year options are as follows: C&D Batteries or
Equal, NSN 6140-01-112-7652 1st Year (Base Year) -- 362 2nd Year
(Option I) -- 362 3rd Year (Option II) -- 362 4th Year (Option III) --
362 5th Year (Option IV) -- 362 If offering other than C&D battery,
proposed battery must meet the following salient characteristics:
Single Cell 2V Lead-Calcium battery. Minimum discharge rates at 1.75V
shall be, 1hr 250 AH, 8hr 650 AH. The container shall be transparent to
facilitate checking of electrolyte level. The cell cover shall be flame
retardant meeting UL-94VO, ASTM-D636, self extinguishing with removable
flame arrester type vent cap. Cover must have at least 1 withdraw tube
to facilitate hydrometer readings. Due to existing rackconfigurations,
this battery must meet certain size requirements, and battery post
locations. Maximum dimensions, Length = 9", Width = 10.5", Height =
18.5". The battery terminals shall be at most 1" square posts located
along the width centerline, with the post face approximately 1.5"
inward of battery length. Battery posts must have no smaller than 3/8"
mounting holes parallel to battery width to promote the use of
existing batteries, battery bars, and racks, already installed at FAA
field facilities. The FAA has adopted a three-phase approach in
accommodating this acquisition. The first phase (identified as SIR No.
1) involves offeror submission of technical documentation for
evaluation by the FAA against established salient characteristics
identified above. Only those offerors submitting required technical
documentation that are found to conform to the FAA's salient
characteristics will be permitted to participate in the second phase of
the acquisition process. The second phase (identified as SIR No. 2)will
involve submission of one battery (bid sample). Battery will be
evaluated for form and fit in a 2GVORTAC standby power battery rack.
Functional characteristics will be tested by operation of a complete
2GVORTAC standby power system. The third phase (identified as SIR No.
3) will involve the issuance of a request for offers (RFO) with
submission of price proposals based on each successful offeror's
submission under the first and second phase. If proposing on the brand
name, C&D Battery, no technical or descriptive literature will be
required; however, you must notify the FAA of your intent. The FAA
reserves the right to add incumbent contractors and/or other sources
which meet the criteria and have performed satisfactorily on previous
procurements. No prices/pricing information or bid samples are to be
submitted at this time. Technical documentation/descriptive literature
must be received by the FAA, Customer Service Desk (AMQ-140), 6500
South MacArthur Boulevard, P. O. Box 25082, Oklahoma City, Oklahoma
73125, no later than 3:30 p.m. local time, November 17, 1998.
Hand-carried proposals (or proposals sent by overnight means) shall be
delivered to Room 321 of the Multi-Purpose building located at 6500
South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Required
technical documentation (proposal) must be sealed and labeled as
follows: Technical Documentation; (SIR1) DTFA-02-98-R-90082; due 3:30
p.m. (local time), November 17, 1998. Potential offerors should note
that the FAA reserves the right to communicate with one or more
offerors at any time during the SIR process. This SIR1 is not to be
construed as a contract or a commitment of any kind. The Government
shall not be liable for payment of any costs attributed to the
preparation and submission of requested technical documentation. All
