The U.S. Coast Guard Research and Development Center seeks to identify responsible sources and obtain information in regards to the commercial availability of the following service: The USCG will require a vendor to provide all products, equipmetn and services to produce live, high-quality overhead video pictures of a coastal oil spill exercise to be conducted by the USCG near Galveston, TX, in April 1999. The purpose is to allow Exercise Controllers to view offshore vessel maneuvers from a Control Center located less than 10 miles away near the shoreline. The contractor must provide a full turnkey operation which will include the aerial platform and crew, external stabilized camera system, microwave transmit and recieve equipment, a television monitor, tape recorders, VHF communications and support personnel. The exercise is expected to last one week which will include three days of vessel maneuvers. Actual overhead filming time would not exceed 18 hours, and no more than six hours per day. Contractormust have prior experience using helicopter mounted camera system and microwave transmitters to produce real time video pictures.
