(frankt@hanscom.af.mil). This is a combined synopsis/solicitation for
a commercial item prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information contained in
this announcement. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This combined synopsis/solicitation is being
issued as a Request for Proposal F19628-99-R-0006. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-06 and 97-08 (97-07 is not
effective until 1JAN99). This acquisition has not been set aside for
small business. This CDB announcement is a combined
synopsis/solicitation to acquire Software Tools for Collaborative
Workspaces. This action is for a non-competitive acquisition under the
authority of FAR 6.302-1 and FAR Part 12. The Electronic Systems
Center (ESC) intends to award a Firm-Fixed Price, Indefinite
Delivery/Indefinite Quantity (ID/IQ) contract to each of the following:
GTE Electronics Systems Division, 1000 Wilson Boulevard, Suite 810,
Arlington VA 22209; BTG Inc., 3877 Fairfax Ridge Road, Fairfax VA
22030; Teamwave Software Ltd, 100 Discovery Place One, 3553-31 Street,
NW, Calgary Alberta, Canada, T2L 2K7; Placeware Inc., 201 Ravendale
Drive, Mountain View, CA 94043. ESC is planning to acquire a software
solution to create a virtual workspace among geographically separate
locations in differing environments over Internet Protocol networks.
The Command and Control (C2) Applications Product Area Directorate
(C2PAD), Hanscom AFB, MA 01731 proposes to award the contracts for this
effort during the first quarter of FY99. These contracts will be
awarded pursuant to the authority of FAR 6.302-1 [10 USC 2304(c)(1)].
The ordering period will be from contract award for a 2 year period.
The minimum order quantity is two (2) and the maximum order quantity is
7,000 with an expected quantity of 4,000. It is anticipated that the
resulting contract will contain two IDIQ contract line items (CLINs).
One CLIN will be for Software Licenses and the other will be for
Software Sustainment. The tool(s) must meet the following technical
requirements: 1) The product submitted must be currently available and
require no development effort. It must be deliverable immediately and
cannot be a Beta solution. 2) The product must be capable of operating
in both the Windows NT (Version 4.0 or later) environment and the
Solaris UNIX (Version 2.5 or later) environment. 3) The product must be
capable of operating in multiple, geographically separate locations
worldwide, simultaneously, over Internet type networks (campus
solutions are not acceptable). 4) The product must be scalable and
extensible. At a minimum, the product must currently support at least
25 users at 6 diverse locations simultaneously. It must be capable of
collaboration in a one-to-one, one-to-many, or many-to-many
environment. 5) The product must posses the following functional
capabilities: whiteboard, audio, text (chat), and video. The products
submitted must also be standards based, plug and play, have shared data
capability, and be session persistent. 6) The product must be fully
sustainable to include training, systems installation support, product
maintenance, product improvement, and systems administration. The
provision at 52.212-1 Instructions to Offerors -- Commercial (JUN 97)
applies to this acquisition with the following addendum: The Air Force
intends to award four ID/IQ contracts. Offerors shall include a
completed copy of the provision at 52.212-3 Offeror Representations and
Certification -- Commercial Items with their offer. The clause at
52.212-4 Contract Terms and Conditions -- Commercial Items applies to
this acquisition. The clause at 52.212-5 Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items
applies to this acquisition. All proposals received will be evaluated
using the requirements criteria detailed above. Offerors are expected
to respond to this combined synopsis/solicitation, no later than 15
calendar days after the date of this publication, to ESC/DIB, 5 Eglin
Street, Hanscom AFB, MA 01731, Attn: Tim Frank. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. Ombudsman do not participate in the evaluation
of responses, source selection, or formulation of acquisition strategy.

Ombudsman, Col Lee Hughes, (781) 377-5106. The Ombudsman should be
contacted only with issues or problems that have previously been
brought to the attention of the program manager and/or contracting
officer and could not be satisfactorily resolved at that level. The
proposed contract action is for supplies for which the Government
intends to solicit and negotiate with limited sources under authority
of FAR 6.302-1. Interested persons may identify their interest and
capability to respond to the requirement. The Government anticipates
award of the contracts on or about 1 December 1998. This synopsis does
not restrict the Government as to the ultimate acquisition approach,
nor should it be construed as a commitment by the Government. Request
