john.m.forester@customs.treas.gov. The U.S. Customs Service has
identified a requirement to provide regular Phased Depot Maintenance
(PDM) services for its P-3A and P-3B Airborne Early Warning (AEW)
aircraft to ensure continued safety and reliable operation. P-3B
aircraft currently in long-term storage may also be included in this
effort. Basic PDM tasks include: induction, general maintenance,
scheduled maintenance, surface conditioning, disassembly, zonal and
structural requirements/inspections, system and component requirements,
component removal and replacement, final processing, ground checks,
support of Government functional check flights, and support of
Government post-acceptance flights. Major structural repairs and/or
rapid response engineering support services may be included in this
requirement without induction into a PDM. Customer approved
on-condition repairs to the aircraft will be accomplished as Over &
Above work on an as-needed basis. The contractor shall prepare weekly
aircraft status reports as described in the Statement of Work,
including 1) Aircraft Maintenance History Summary and Corrosion
Inspection Report; 2) 35 Day Over-and-Above Report -- CDRL B003; and 3)
Contract Funds Status Report (CFSR). Basic PDM requirements will be
performed in accordance with the current NAVAIR P-3 (series) PDM
Specification with P-3 AEW supplement if required, P-3 Technical
Requirements Document, and the U.S. Customs Service Statement of Work.
(It should be noted that the original technical data package of these
P-3 aircraft, and the NAVAIR P-3 series PDM Specification/P-3
Technical Requirements Documents are not the property of nor available
through the U.S. Customs Service.) It is anticipated the contract will
be awarded for one base year with possible options for up to nine
additional years. The solicitation package for this requirement will be
made available on or about December 15, 1998. Only written requests or
