Z -- MULTIPLE AWARD TASK ORDER CONTRACT FOR CONSTRUCTION, IN SUPPORT OF THE LOS ANGELES DISTRICT, CORPS OF ENGINEERS, ARIZONA/NEVADA INSTALLATIONS AND WESTERN REGION BUREAU OF PRISONS POC Sandra Oliver-Hall, (213) 452-3243 The purpose of this synopsis is to gain knowledge of potential Small Business and Region IX, Small Business Administration 8(a) Concerns sources able to perform an Indefinite Delivery Indefinite Quantity Type Contract for Construction in Support of the Los Angeles District, Corps of Engineers, Arizona/Nevada installations and Western Region of Federal Prisons. It is anticipated that two contracts will be awarded under one Request for Proposals with a not-to-exceed amount of $10,000,000 per contract for the base period and an additional not-to-exceed amount of $10,000,000 for each of the two option periods of each contract. The performance period for these IDIQ contracts will be for a one 12-month base period plus two 12-month option periods to be issued consecutively at the option of the Government. The solicitation will allow the Government to exercise the option periods once the capacity of the current period has been exhausted. The total maximum contract duration is 36 months. The work under these contracts will be accomplished through the use of Firm Fixed Price (FFP) task orders as well as Time & Materials (T&M) task orders. These contracts shall apply to all real property facilities in Arizona/Nevada Installations and Western Region Bureau of Prisons. The anchor installations for these contracts will be Nellis AFB, Nevada, and Luke AFB, Arizona. Customers to be served by this contract include, but are not limited to, INS and Border Patrol facilities throughout the state of Arizona, Western Region Bureau of Prisons, two Army installations, Reserve Center, three Air Force bases and auxiliary airfields, and one Marine Corps Air Station. Selection of the successful contractors will be based on the Best Value to the Government using the Trade Off procedures evaluation process. A brief description of what is required under these contracts follows: These contracts are intended to provide an alternative and timely response to remediation/construction of real property (i.e. maintenance, repair, asbestos and lead-base paint abatement, removal of materials containing PCB's, and construction situations relating but not limited to, the civil, mechanical, plumbing, structural, electrical, heating, ventilation, and air conditioning (HVAC) instrumentation, security and safety areas of Government facilities) in a cost effective manner. The Government will provide fully defined requirements for each Task Order which may include one or more of the following: performance based specifications, conceptual drawings and specifications or definitive designs with prescriptive specifications. The contractors may be required to participate in the development of the final scope of work for individual task orders and be required to provide incidental architectural or engineering services such as detailed shop drawings for construction specialties, work plans and other submittals in support of the construction, operation or maintenance of a facility or system. Bonding Requirements: (1) Bid Bond in the amount of the minimum guarantee ($200,000.00) for the Base Period; (2) Performance and Payment Bonds for every task order in excess of $100,000; (3) Payment Bonds for task orders between $25,000 and $100,000 in accordance with FAR 52.228-13, Alternative Payment Protections. The Standard Industrial Classification Code for this procurement is 1542 -General Contractors -- Nonresidential Buildings, Other than Industrial Buildings and Warehouses. Interested Small Business and Region IX Small Business Administration 8(a) Concerns must submit a narrative describing their firms' ability to perform work that is comparable to the work described by this synopsis. In addition to the narrative, firms must submit a short list of recent projects completed that closely matches the work described above. This list must include names and current telephone numbers of the owner, engineer, architect, or General Contractor familiar with the work performed. Also include a statement of your firm's bonding capacity for this procurement. Firms responding tothis announcement which fail to provide the required information will not be considered. Responses to this notice must be received within 30 calendar days from the date of issuance of this synopsis. If the 30th day is a weekend day or a Federal Holiday, the deadline is the close of business of the next business day. Responses received after that date will not be considered.
