13 -- PRODUCTION SOURCES SOUGHT -- DISTRIBUTED EXPLOSIVE TECHNLOGY (DET) EX10 MOD0 SOL N00024 -- 99-R-6309 POC 02632M, Ms. Traci Mounts, (703) 602-7707 The Naval Sea Systems Command (NAVSEA) is seeking potential sources to produce DET EX10 MOD 0 systems. The DET EX10 MOD 0 is a dual MK 22 MOD 4 rocket deployed 180 foot by 180 foot distributed explosive array system launched from a manned Landing Craft, Air Cushioned (LCAC). Multiple DET systems will be employed in shallow water mine countermeasures operations to breach lanes through surf zone (SZ) minefields. Production of these DET EX10 MOD 0 systems will begin in FY00 (MK22 MOD 4 rockets and Launch Controllers are not included in the production of DET EX10 MOD 0 systems). Interested prospective contractors should provide a statement of qualifications, point of contact by name, address and phone number to Traci Mounts, Code 02632M at the above address or via e-mail at Mounts_Traci_L@navsea.navy.mil no later than 17 December 1998. DISTRIBUTED EXPLOSIVE TECHNOLOGY (DET) SYSTEM DESCRIPTION -- The DET EX 10 Mod 0 is a dual MK 22 MOD 4 rocket launched explosive array system that is deployed from thedeck of a manned Landing Craft, Air Cushion (LCAC). Each Frame Assembly will be mounted and secured to a LCAC Interface Platform (LIP). The LIP provides the required deployment height and orientation for the arrays to clear the LCAC bow ramp and structures. Two DET's can be placed on each LCAC bow. Multiple DETs will be employed in shallow water regions to breach lanes through minefields in the surf zone (SZ). The SZ is that region extending from the water's edge on the beach to a 10- foot water depth. Descriptions of each DET variant are as follows: 1. EX10 MOD O: The DET tactical round consists of four major subsystems; the Frame Assembly, LCAC Interface Kit (LIK), the EX190 MOD 0 Launch Controller and (2) MK 22 MOD 4 Rocket Motors. The Frame Assembly is the explosive array and all the supporting hardware to deploy and detonate it. The 180' by 180' explosive array consists of lateral detonating cord enclosed in a kevlar exoskeleton. The supporting hardware consists of the packing frame, harness, augmentation lines, swivels, secondary expansion devices, weather covers, power distribution box, fire-and-forget fuze, and front, top, and rear panels. The packaged Array Container measures approximately 9 ft. (L) x 5 ft. (W) x 5.25 ft. (H) and weighs approximately 4,000 lbs. The Net Explosive Weight of the array is about 2700 pounds. The LIK is made up of the LCAC Interface Platform (LIP) Sub Assembly, Platform Assembly, Case with Foam Inserts, Launcher Assembly Components, Alignment Fixtures, and Storage Box that stores the attachment hardware including spares. The LIK in the shipping and storage configuration measures approximately 9 ft. (L) x 5 ft. (W) x 3.25 ft. (H) and weighs 1,220 lbs. The EX190 MOD 0 Launch Controller provides the power to send an electrical impulse to ignite the rocket motor(s). The MK 22 MOD 4 rocket motor(s) provides the propulsive energy to deploy and expand the array. 2. Inert Practice Mine Clearance System. The DET Practice System is similar to the tactical system except that it uses arope array to simulate the detonating cord/exoskeleton array and the fuze is inert. The practice system is used for training where the tactical system explosive arrays cannot be used. Inert Mine Clearance Trainer. The trainer is a system that simulates the launch assembly and hook-up procedures of the tactical system. It is use at training locations that cannot support MK 22 MOD 4 motor flight requirements. Each array provides visual cues of the tactical system deployments by using six parachutes distributed along the aft edge of a rope array. The rope array is 31 feet by 212 feet. Arrays are package in multiple packs for issue. Each array is deployed and expanded using dual EX127 MOD 0 rocket motors. Posted 11/02/98 (W-SN267350). (0306)
