Technology Applications Contracting Office proposes to acquire on an
other than full and open competitive basis 65 voice warning/audio
amplifiers (annunciators) based on the 600N Lamar/Precision Airmotive
Corporation part number VA01 from Precision Aviation Products
Corporation. The A/MH-6J aircraft are being converted to the A/MH-6M
configuration which incorporates the 600N rotor system and an Allison
250-C47B engine that is basically the same as the C30R3/M engine. The
600N rotor systen and the R3/M engine are FAA certifed. The A/MH-6
aircraft currently has two voice warning systems: one dedicated to the
high or low rotor rpm. The R3/M engine requires an additional audio
warning signal for ECU Manual Mode and the engine out signal will
originate with the ECU. The purpose of this procurement is to obtain a
modified version of the FAA apprved 600N voice annunciator for all
five audio signals and to eliminate the current voice annunciator
boxes. The unit shall have the capability of handling nine (9)
different channels. The Voice Annunciator shall be tested to the
environmental conditions set forth in Appendix A of the solicitation.
All production Voice Annunicators shall be subjected to the
Environmental Stress Screening as set forth in Appendix B of the
solicitation. The contractor shall provide test plans and reports
summarizing the ADS-37A and environmental testing. The contractor shall
provide commercial manuals and drawings to support installation and
maintenance of the Voice Annunicator. The contractor shall deliver at
least 10 Voice Annunciator units to the Government on 1 June 1999 with
at least 10 units being delivered each month thereafter until all 65
units have been delivered. All responsible sources may submit a
proposal which shall be considered by the Technology Applications
