for Education Statistics (NCES) of the Office of Educational Research
and Improvement (OERI), United States Department of Education (ED),
requires a contract to continue the National Household Education Survey
(NHES) program. THisw procurement includes the design and conduct of
two NHES collections -- one in 2001 (NHES:2001) and one in 2003
(NHES:2003). 'the NHES:2001 collection will include Early Childhood
Program Participation(last collected in 1995) and Adult Education(also
collected in 1995). An additional topic will be included in NHES:2001
which will cover After School Program Participation and Activities.
Proposed topics for the NHES:2003 are: School Readiness (last collected
in 1993), Parent and Family Involvement in Education(last collected in
1996) and an adult component which will collect detailed information
on work-related Adult Education. Each collection requires random digit
dialing (RDD) sampling methods and computer assisted telephone
interviewing (CATI) techniques. Large amounts of data need to be
processed and analyzed and statistical reports need to be written under
tight time schedules; task schedules overlap, and there are both
planning and field operations that may be going on simultaneously.
