design and construction of an expansion to the Processing &
Distribution Center of approximately 35,347 net square feet, 401 East
South Street, Jackson, Mississippi 39205-9998. The project also
includes the expansion of the Bulk Mail Entry Unit (BMEU). The work
includes but is not limited to interior demolition, site improvements
and paving. The construction consists of slab on grade, structural
steel framing, masonry walls and a Modified Bitumen System. Mechanical
and electrical systems for the space are included in the design/build
contract. Demolition and upgrade/replacement of the existing cooling
tower is included in this project. U. S. Postal Service mechanization
system design and construction is not included in this project. The
Processing and Distribution Center, Jackson, Mississippi, operates a 24
hour operation and all project work must be coordinated so as to
provide minimal impact to P & D Center operations in accordance with
plans andspecifications. Technical Qualifications and Management Plan
Evaluation is based on a 100-point total (Experience -- 40, Management
Plan -- 30, Financial Capability -- 15, and Organization -- 15).

1998. Offers are due December 22, 1998, at 4 p.m. Performance time is
367 calendar days from receipt of notice to proceed. A Pre-proposal
conference will be held on November 18, 1998, at 1:00 p.m, at the
facility. A Walk-Through is scheduled immediately after the
pre-proposal conference. The estimated cost range is between $3 million
and $3.5 million. Cost is $75 per set for Priority Mail service (2 to
3days), $110 per set for Express Mail service (next day). All charges

seeking and encouraging participation of Minority-Owned and Woman-Owned
businesses in this project. This is a negotiated procurement;
therefore, offers will not be publicly opened, and no information can
be made available until after contract award, which may take 90 days.
In addition to the 13 sheet set of conceptual drawings on which the
Functional Design Specifications (FDS) are written and Volumes 1 and 2
of this solicitation, contractors/offerors must order the following:
A 1998 CD-ROM format containing the Standard Design Criteria, March 17,
1998, Standard Detail Library, March 17, 1998, Standards for Facility
Accessibility by the Physically Handicapped (Handbook RE-4),
Specification (master and green) -- Use the MSBD specification for this
expansion project, and Section 13705, Criminal Investigative CCTV
System, March 17, 1998. These documents are found on the Building
Design Standards '98, 1998 CD ROM format and is entitled BUILDING
DESIGN STANDARDS '98. Contractors/Offerors must order the BUILDING
DESIGN STANDARDS '98 directly from the Corporate Visions; Attn:
