Education and Training Command (AETC) Contracting Squadron is seeking
qualified sources to participate in an Office of Management and Budget
(OMB) Circular A-76 Cost Comparison Study. The study will consist of
looking at all personnel, equipment, tools, materials, supervision, and
other items and services necessary to perform selected service
functions, identified below, for the 42nd Air Base Wing at Maxwell AFB,
Montgomery, AL. This is the market research stage of the study. The
A-76 study will involve an AFFARS Appendix BB source selection
competition based on performance-based, outcome-oriented requirements,
with AETC selecting the offer that represents the overall best value
to the Government. AETC will then compare the selected offer with the
Government's in-house offer and pick the lowest priced one. THIS COST
STUDY WILL NOT RESULT IN A CONTRACT AWARD IF GOVERNMENT PERFORMANCE IS
CONSIDERED MORE ADVANTAGEOUS. If AETC awards a contract, AETC will
award only ONE contract for the entire requirement; no possibility of
multiple awards exists. Please note that AETC has not yet made a
decision as to whether the potential acquisition will be set-aside and
thus it reserves the right to determine the appropriate method of
procuring the services based upon its analysis and evaluation of the
responses to its Request for Information (RFI) which is located at
website: http://bsx.org/partner/maxwell or
http://www-contracting.aetc.af.mil/cgi-bin/afbop. A cost type contract
is contemplated. SIC code is 8744 (Size Standard $20 million). The
