responsible sources and obtain information in regard to privatization
of utility systems in accordance with 10 USC 2688, "Utility Systems:
Conveyance Authority." MCAS Cherry Point is seeking interest and
information specifically for the privatization of the water, domestic
wastewater, and industrial wastewater utility systems. The resulting
privatization will include assumption of ownership, operation, and
maintenance, and an obligation to continue the service for an
indefinite and ongoing period. Should privatization result, the
ownership of the utility systems, including all operating
responsibility shall transfer to a regional or municipal utility or to
a private company. All responsibility for maintaining reliable
service, including such items as environmental compliance, maintenance
costs, major system renovations, construction, equipment, manpower,
and overhead costs shall become the utility provider's responsibility.
It is intended that privatization will reduce the Navy's life cycle
costs. The following is provided only to give an approximation of the
size and general description of the systems. Any numbers may only be
estimates for this purpose. Water System: Raw water is supplied to MCAS
Cherry Point by 27 groundwater wells that tap the Castle Hayne aquifer.
The permitted withdrawal is 8.0 mgd. Raw water is treated at a 6.0 mgd
softening treatment plant. The average daily plant production for the
past 12 months was 3.5 mgd with a maximum day production of 4.9 mgd.
The raw water collection and potable water distribution systems consist
of approximately 127 miles of pipe of various sizes up to 24-inches in
diameter. The water distribution system is a combined potable and fire
protection system. Distribution system water storage facilities include
5 elevated tanks and 2 ground level fire protection tanks. The total
elevated storage is 2.0 million gallons and total fire protection
storage is 1.0 million gallons. Small water supply, treatment, and
distribution systemsare also located at remote sites including MCALF
Bogue Field (Carteret County, NC), MCOLF Atlantic Field (Carteret
County, NC), Point of Marsh Target Range (Carteret County, NC), and
MCAS-H Oak Grove (Jones County). Domestic Wastewater System: Domestic
wastewater generated at MCAS Cherry Point is treated at an activated
sludge treatment plant with a permitted capacity of 3.5 MGD. Treated
effluent is discharged to the Neuse River and sludge is land applied
on-site. Based on 12 months of flow data ending May 1998, the average
daily flow to the domestic wastewater treatment plant was 2.21 mgd with
a maximum day flow of 4.75 mgd. The domestic wastewater collection
system consists of approximately 102 miles of gravity lines and force
mains up to 24-inches in diameter and includes approximately 50 lift
stations. Small collection and treatment systems are also located at
remote sites including MCALF Bogue Field (Carteret County, NC), MCOLF
Atlantic Field (Carteret County, NC), Point of Marsh Target Range
(Carteret County, NC), and MCAS-H Oak Grove (Jones County). Industrial
Wastewater System: Industrial wastewater generated at MCAS Cherry
Point from the Naval Aviation Depot and flight line is treated at an
industrial wastewater treatment plant. The rated capacity of the
treatment plant is 634,000 gpd with a current average daily flow of
500,000 gpd. Groundwater from a groundwater remediation site is also
treated at the treatment plant. The treatment processes include grit
removal, primary clarification, equalization, cyanide destruction,
hexavalent chromium reduction, metals precipitation, pressure
filtration, aeration, and activated carbon filtration. The effluent
from the industrial wastewater treatment plant is discharged to the
domestic wastewater system for further treatment and disposal. The
industrial wastewater collection system includes approximately 2 miles
of pipe. This Request for Information (RFI) is a required component of
a complete and systematic process to evaluate interested parties under
the Department of the Navy's utilities privatization program. In order
to minimize costs both to potentially interested parties and the
Government, this notice is being issued to determine the interest and
feasibility of proceeding with a formal request for proposals. Should
insufficient credible interest be identified for a privatization
action, it is highly likely that no formal solicitation will be issued.
Should interest be determined sufficient, a formal request for
proposals may be forthcoming. Interested parties should provide a
statement of interest on company letterhead (not to exceed 20 pages in
length, printed on one side only, and double-spaced) by 1/9/99. The
statement shall include as a minimum the following criteria: (1)
capability and experience in the ownership, operation, and maintenance
of similar systems; (2) financial capacity to purchase, expand, and
operate a utility system; (3) a statement showing its understanding of
an obligation to provide continuous utility service; (4) understanding
of any applicable state or local utility laws or franchise
requirements, and capability of complying with such requirements; (5)
understanding of the federal, state, and local environmental laws and
regulations and its familiarity and experience with environmental
compliance procedures and regulations for the State of North Carolina
and US Environmental Protection Agency, Region 4. The Government does
not intend to issue a conveyance document on the basis of this
announcement or otherwise pay for the information solicited. It should
be noted that individual RFIs for different utility systems may be
issued in the same time frame. A separate response to each RFI is
required. An optional one-day site visit will be held on 12/15/98,
interested parties should report to Building 87, Facilities
Maintenance, at 0800 hours. The point of contact concerning the site

interested parties RSVP with Mr. Lawrence one week prior to the site
visit. The number of persons attending the site visit is limited to two
