Systems Command intends to issue a Basic Ordering Agreement order to
McDonnell Douglas Aerospace (MDA) for retrofit kits and spares to
support Engineering Change Proposal 583 the avionics upgrade of U.S.
Naval Reserve F/A-18A aircraft. ECP583, the avionics upgrade of 48, lot
7 through 9, U.S. Marine Corps Reserves (USMCR) F/A-18A aircraft. This
upgrade shall provide reserve aircraft with AMRAAM, JSOW, SLAM-ER and
ARC-210. As the sole designer, developer and manufacturer of the
F/A-18C/D aircraft weapon systems, only MDA has the requisite
knowledge, experience and technical data required to successfully
complete the complex integration without compromise to the aircraft
weapon systems, without causing unacceptable delays in meeting the
Navy's operational requirements and without substantial duplication of
the cost to the Government. Furthermore, only MDA has the F/A -- 18
C/D peculiar engineering data and expertise, facilities and test
equipment to provide the Government's minimum needsin a timely manner.
