NASA/GSFC plans to issue a Request for Quotation (RFQ) 567-94391-709 for 2 ea. of a Carrier Doppler Measurement System which shall have the capability to operate with Scientific Atlanta Incorporated Model 930 Telemetry Receiver. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Apogee Labs Inc., 560 Church Street, North Wales, PA 19454. The Carrier Doppler Measurement System will be used to measure coherent and noncoherent spacecraft Doppler shift. The delivery is requested on or before January 01, 1999 and Apogee Labs Inc., is the only known source that manufactures these units. Therefore, it is recommend the Carrier Doppler Measurement Systems be purchased only by Apogee Labs Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
