submitted erroneously on this date. Some of the technical data was
incorrect. It should read as follows: Concerns having the ability to
provide the following are requested to give written notification
(including the telephone number for a point of contact) to the
procuring office above within forty-five (45) calendar days from the
date of this sysnopsis. Salient Characteristics: The USGS has a
requirement for forty (40) model K2 Accelerographs to be compatible
with seventeen (17) Accelerographs currently owned. This instrument
must be capable of high resolution (24 bit output data format --
signed), must have the capability of recording velocity transducers for
greatly enhanced dynamic range (greater than 110dB), and simultaneous
sampling of up to twelve (12) channels of data. Supplied accelerograph
must be 6 channels with internal FBA (2g), and internal GPS receiver
with 75 ft cable; and 20 of the units must have Gain Board for channels
4-6. Instruments must be rugged for field deployment. The K2 must also
have the following capabilities: 1) A sensor interface that includes
a pre-amplifier board with user-selectable gain, damping, and input
voltages of +/-2.5V as well as 40Vpp (+/-10 V differential); 2)
Simultaneous sampling of up to 12 channels at rates that are software
selectable from 1 to 500 Hz; 3) The K2 has two internal, removable
PCMCIA card slots for up to 1.040 Mbytes of data storage capacity in a
DOS file system. These cards must be fully compatible with the PC
Memory Card International Association Standard to allow for quick
removal of the data storage cards and nearly instantaneous data
transfer to a field laptop computer through it's PC card slots; 4) The
K2 must be programmable to start and stop at pre-programmed times; 5)
The instrument must allow a selection between causal and acausal
filters. There is a selection of three different types of IIR trigger
filters to allow the trigger band of interest to be optimized. Both
level and STA/LTA trigger types are supported; 6) Must communicate its
operational status as well as any data it has recorded via traditional
telephone landline, cell phone, and spread-spectrum radio. All of the
data can be uploaded or just parameters that are calculated by the K2.
Transmitting just these calculated parameters results in a substantial
cost and time saving. Parameters the K2 calculates are: P-pick, S-pick,
maximum amplitude, and duration. In addition, must have full remote
control of the instrument parameters which saves considerable expense
by reducing the need to travel to the recording site. Must also be
configured as a digitizer in which the data is transferred continuously
and in real-time to a central data acquisition computer; 7) One of the
most significant K2 features is the firmware upgrades that corrects
bugs and adds significant new features to old instruments, thereby
keeping them state-of-the-art and obviating the need for their
replacement. Furthermore, these upgrades can be made simply, without
removing the instrument from the field, because the K2s firmware is
stored in flash memory; 8) In the event that the memory become 90%
full, the K2 can review all of the previously recorded events and erase
the smallest amplitude events. It is imperative that the Government
receive compatibility and comparison of data supplied by ground motion
records using one type of recording system. Based on information
available at this time, and in accordance with 41 U.S.C. 253(c)(1),
implemented by FAR 6.302-1, the Goverment considers the item specified
as a sole source from Kinemetrics, Inc., 222 Vista Avenue, Pasadena,
CA 91107 and proposes to negotiate a contract with that firm on that
basis. However, should additional sources be identified, they will be
considered. Firms who feel that they can furnish the required item or
its functional equivalent (based upon the criterian specified herein)
are invited to submit in writing an affirmative response to this
announcement. An affirmative response would include literature,
brochures, and such other materials which correspond to the required
items to determine if competitive opportunities exist. Since no
solicitation document exists, requests for such documents without
accompanying information will be considered non-responsive to this
request without further consideration. This notice may represent the
Government's only official notice of this procurement. See Note 22.
