Naval Air Systems Command has a requirement for a maximum of $3,100,000
in additional Component Improvement Program (CIP) services for the F414
engine. Services required encompass additional testing, engineering
analysis, and reports analyzing safety and readiness problems,
maintaining specification performance, redesign of low reliability
parts, forecasting, "wear-out" rates, and developing design changes and
repair procedures for F414 enignes for the period of approximately 1
December 1998 through 30 September 1999. No hardware will be required.
The Naval Air Systems Command intends to negotiate a modification to
the existing CIP contract on a sole source basis with the original
designer and developer, General Electric Aircraft Engines (GEAE),
located at 1000 Western Avenue, Lynn, MA 1910-0445. GEAE is the sole
firm known to possess the specialized experience, technical capability,
and tooling necessary to provide these requirements within the required
