Schuck, Contract Specialist, (757) 878-4819 The Aviation Applied Technology Directorate (AATD) intends to negotiate noncompetitively with The Boeing Company, Mesa, Arizona. The objective of this program is to demonstrate the AH-64D Apache Longbow manned/unmanned teaming with a Hunter unmanned aerial vehicle in support of near term Army warfighting experiments. Utilizing two Army AH-64D helicopters, the proposed effort will modify the controls and display internal to the AH-64D to allow active control of the Hunter system in a teamed environment. This teaming demonstration will require procuring related engineering investigations, studies and reports, logistics support, prototype assembly, and nonrecurring engineering. The proposed effort will use the previously developed hardware, software, and system integration technology to advance that technology through completion of field trials utilizing production prototype hardware. As the developer and sole manufacturer of the of Army AH-64D, The Boeing Company (MESA) is deemed the only source possessing the expertise, technical data, equipment, and experienced personnel necessary to perform the required demonstration, engineering studies, and logistics support services and analysis. A solicitation will not be issued because Alpha contracting procedures will be utilized. Anticipated contract period is 18 months. The contract will contain technical data the export of which is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et seq) or Executive Order 12470. Prior to award, the successful contractor must provide a "DD Form 2345, Military Control Technical Data Agreement" certification number issued in accordance with DoD Directive 5230.25.
