United States Army Communications-Electronics Command (CECOM) proposes
to modify an existing contract with Sterling (formally known as
Mystech Associates, Inc.) to incorporate a new work modification to
integrate and link MIDB tables with BCS applications and data tables.
The JCTFT integrated into the BCS software application shall provide
the capability to receive and transfer data (single or multiple plans)
with AFATDS. The JCTFT integrated into the BCS software application
shall provide for the receipt and transfer of entities, target and
target type information with AFATDS. The JCTFT integrated into the BCS
software application shall provide the capability to parse Annex F of
the Operational Plan to populate the Attack Guidance Matrix (AGM) for
the current operation. This capability enables the receipt and
transfer of the High Value Target (HVT) lists. The JCTFT integrated
into the BCS software application shall provide the capability to
validate interactive target nominations against the AGM to determine
Target Damage Assessment (TDA) processing requirements. The information
is required to verify that the requirements of a fire mission falls
within a commander's TAI. The JCTFT integrated into the BCS software
application shall provide the capability to distinguish between a
criteria request for surveillance information and a request for target
data. The type of Target Criteria (TCRIT) request is required to be
recorded and used to determine what kind of message should be generated
as the result of criteria processing. The JCTFT integrated into the BCS
software application shall provide the ability to generate an ATI.
Automatic Target Recognition (ATLATR) Message to AFATDS based on
targeting criteria (ATLTCRIT). The JCTFT integrates into the BCS
software application shall provide a direct link and interface with the
JTT and all of its functionalities. The JCTFT integrated into the BCS
software application shall provide continuously updated target folders
in NRT and assure target folder compatability with wxisting joint
protocols. Provide means of exchanging joint target folders with CTAPS,
RAAP, CEC, TARSTAT and TBMCS. The JCTFT integrated into the BCS
software application shall provide an AGM application that permits
operator visualization, data drill down, modification, and
