Garrision, Aberdeen Proving Ground Maryland has a requirement to
develop a Thermal Goggle System (TGS) which will be lightweight and
ruggedized. The purpose of this effort is to develop a TGS to be worn
by individuals in the conduct of military missions. These duties shall
include aiding navigation and decting targets following parachute
jumps into water, desert, jungle, mountain and artic environments. This
effort's primary focus is on the integration of several leading edge
technologies into a goggle platform which is easily coupled to the
battefield uniform and basic load. This effort will first be issued as
a draft Request For Proposal in accordance with FAR 15.201 and then
will be competed on a full and open basis using the Best Value Process
as described in FAR 15.101-1. The Contract which will be awarded as a
result of this effort shall be a cost plus fixed fee effort for three
prototype TGS. The Contractor shall have a Government approved
accounting system suitable for Cost Plus Fixed Fee type contracts. The
Government reserves the right to limit the number of offers received
for evaluation purposes. Any request for proposals shall be submitted
