532-3802 REQUEST FOR INTEREST MARINE CORPS BASE CAMP PENDLETON PURPOSE:
Marine Corps Base Camp Pendleton (MCBCP) intends to study specific
utility system operations to determine if any should be privatized.
Therefore, MCBCP seeks to identify responsible parties capable of
providing utility services and owning utility systems. Specifically,
expressions of interest are being sought for the privatization of
electric, natural gas, water or wastewater utility systems located at
MCBCP and its tenant command at Bridgeport, California. Elaborate
proposals or pricing information is neither required nor desired, as
the intent is to identify credible interest before federal or
nonfederal resources are committed to expensive studies or proposals.
OBJECTIVE: The objective of this Request For Interest (RFI) is to
determine if there is credible interest to privatize the electric, gas,
water or wastewater systems. If credible interest is found, that
system(s) will be analyzed to determine if it is economically
advantageous to the Government to privatize the system(s).
Privatization refers here to the transfer of ownership or a long term
lease of a utility system to a local government agency or private
company. It is envisioned that this transfer would include all
responsibility for operation and maintenance (including all equipment,
manpower, and overhead), repair and replacement, capital improvements
to the system, obligation to provide adequate service, and related
environmental compliance. BACKGROUND: Camp Pendleton owns and operates
most of its own utility systems to provide all necessary water
production and distribution, wastewater collection, treatment and
disposal, and gas and electrical distribution throughout the Base. Camp
Pendleton houses a population of active duty service members and
families of approximately 35,000, and supports a daytime population of
approximately 50,000. The Base comprises 196 square miles along 17
miles of Pacific Ocean coastline. The Base currently purchases gas and
electricity, produces it own water, and disposes of its sewerage on
Base. The Marine Corps Mountain Warfare Training Center (MCMWTC) and
its supporting housing complex, Coleville Housing Complex (CHC) are
located near Bridgeport, California. MCMWTC and CHC are located near
the Antelope Valley in the Sierra Nevada near the towns of Bridgeport
and Coleville. MCMWTC has approximately 300 permanent residents with up
to an additional 1,000 personnel intermittently, and CHC has
approximately 500 year round residents. MCMWTC owns and operates most
of its own utility systems to provide all necessary water production
and distribution, wastewater collection, treatment and disposal, and
electrical distribution throughout the Base. CHC owns most of its own
utility systems to provide all necessary water production and
distribution, wastewater collection, treatment and disposal, and
electrical distribution. Operation and maintenance are performed by a
private contractor. SYSTEMS DESCRIPTIONS: An inventory and description
have been generated foreach utility system and its components. The
inventory and description were based on available information in a
short time period. No survey was done. Information includes work
location, extent of the systems, condition, age, capacity and types
(operation and/or treatment) of systems. The inventory and description
will be available at the site visit for all interested parties.
APPROACH: The purpose of this RFI is to determine if there is credible
interest in the ownership and operation of four (4) of Camp
Pendletons' utility systems and six (6) systems located at MCMWTC and
CHC. It is also to be used to gather information concerning the market
for such utility systems and their components. The RFI is the first
component of a process in the Department of the Navy's Utilities
Privatization Plan (May 1998) intended to evaluate if it is
economically advantageous to the Base to privatize utility systems.
Should insufficient credible interest be identified for a privatization
action, it is anticipated that no formal solicitation for proposals
will be issued. If interest is found to be sufficient and credible, a
format request for proposals (RFP) may be forthcoming, although under
no circumstances will MCBCP be obligated to issue such an RFP.
SUBMITTAL CONTENTS: The statement of interest shall include as a
minimum the following components: (1) which systems and what form of
ownership, transfer or long term lease are of interest to your
particular organization; (2) your entity's capability and experience in
the owning, operating and maintaining similar systems based upon your
evaluation of the utility inventory and description and site visit; (3)
your entity's financial capacity to purchase, expand, maintain and
operate such a utility system; (4) a statement expressing willingness
and understanding of an obligation to provide continuous utility
service on Camp Pendleton; (5) a statement that your entity conforms to
applicable state and local utility law or franchise requirements and
has the legal authority to provide the service being considered; (6) a
statement that your entity understands, can and will comply with
applicable federal, state and local environmental procedures,
regulations and requirements. Elaborate proposals or pricing
information is neither required nor desired. SUBMITTAL PROCEDURE: Three
weeks following the site visit, interested parties shall submit a
statement of interest on company letterhead to: Naval Facilities
Engineering Command Southwest Division Commander Attention: Mike
Larson, Code 5CCN.ML Camp Pendleton AFT 1220 Pacific Highway San Diego,
CA 92132 Only one statement of interest shall be submitted by any one
company or agency and should not exceed fifteen (15) pages in length
(single space, 10 or 12 font). All interested parties will be notified
within two (2) months whether their statement of interest was
satisfactory. SITE VISIT: A site visit will be conducted for the
purpose of all potentially interested parties obtaining additional
information about Camp Pendleton's utility systems and requirements.
The site visit will include a tour of representative portions of the
systems and an explanation of the utility inventory and description,
which will be handed out to participants at the site visit. Attendance
at the site visit is a mandatory component of an entity's expression
of interest in privatization of the Base's systems. Notification of any
changes to this RFI will be issued to those parties who have registered
at the site visit. The site visit will begin at 10:00 a.m. on November
19, 1998 at Building 2291, Facilities Maintenance Department, Marine
Corps Base, Camp Pendleton, CA. A site visit of MCMWTC and CHC, both in
Bridgeport, CA will not be included. However, information pertaining to
these facilities will be provided at the site visit. Interested parties
must call the project manager, Ms. Jennifer Dunaway at (619) 532-2676
at least one (1) day ahead of the scheduled site visit to confirm their
attendance and obtain directions. Interested parties will be able to
ask questions concerning the systems and their operation at the site
