athanb@ncr.disa.mil. The Defense Information Systems Agency (DISA)
hereby issues a Request for Information (RFI) regarding a Defense
Information Systems Network National Capital Region Metropolitan Area
Network (DISN NCR MAN) transport service. The DISN NCR MAN will provide
DOD with the capability to extend DISN services to all DOD
Organizations in the NCR. The DISN NCR MAN will ensure that the
National Command Authority, JCS, Pentagon and DOD Services and Agencies
are supported by a protected MAN, as a critical sub-component of the
Global DISN CONUS and OCONUS long-haul networks supporting United
States forces deployed around the world. The National Capital Region
(NCR) is defined by DOD Directive 4640.7 to include the geographical
area located within the boundaries of the District of Columbia,
Montgomery, Prince Georges, Arlington, Fairfax, Loudon and Prince
William Counties. The DISN NCR MAN may also include, but is not limited
to: PAX River, Ft. Detrick, Ft. Meade, Quantico MCB, Dahlgren and A.P.
Hill. Services will include, but are not limited to, commercially
available local and regional area transmission services between any
points located within the DISN NCR MAN region as designated and ordered
by the Government. Transmission services may include circuit encryption
services. Any media and technical enhancements that may become
commercially available during the contract term may be used. The
Request for Information is available on the World Wide Web at
http://www.ditco.disa.mil/ under DITCO news on the DITCO home page. You
are invited to prepare a white paper with comments and suggestions on
the DISN NCR MAN description of work and address the question set
contained therein. Additional informational brochures or user manuals
are welcome. Any material submitted, including the white paper, will
not be returned. Interested parties must submit their responses
(excluding brochures) electronically via 3.5" diskette in Word 7.0. If
brochures or manuals are to be submitted, respondents must provide 10
copies of any materialsthat are not available electronically. DISA
intends to distribute the responses to this RFI within the Agency and
other Government offices for review purposes. Accordingly, respondents
shall clearly identify sensitive or proprietary material. DISA
reserves the right to contact vendors to provide clarifications on
capabilities or to ask questions. In addition, respondents may, and are
encouraged to present their white papers to DISA during scheduled

contemplated that the proposed contract will be a fixed price
Indefinite Delivery/Indefinite Quantity delivery and/or task order
contract(s) with a draft Request for Proposal anticipated for release
in May 1999. The period of performance will depend on the technical
solutions considered during acquisition strategy development.
Currently, a two to three-year base period with several one-year option
periods is envisioned. Industry is encouraged to comment on suggested
contract type and term as well as lease versus purchase and straight
service versus leased capacity. Respondents are invited to offer
comments regarding acquisition strategy, potential technical approach
to include technology insertion, use of commercial or other
non-developmental items, interoperability with current and future
architecture and environment, equipment compatibility over the term of
the contract, identification of risk areas, ability to meet future
user needs, scalability, suggested management approach, and ideas to
resolve widely known industry billing problems. While it is desirable
that the suggested solution is compatible with existing equipment,
other alternatives will be entertained if they are more cost effective.
Offerors are also requested to describe any limitations for a given
geographical area of the region given the potential technical approach.
This RFI is for informationand planning purposes. This is not a notice
of solicitation. The Government does not intend to award a contract on
the basis of this RFI or to otherwise pay for information received in
response to this RFI. The Government will retain comments and
information received in response to this RFI. The information provided
in this notice is currently being drafted and will likely change. This
information is provided to obtain industry perspectives as the
Government develops its acquisition strategy, and to allow maximum time
for industry to plan and develop teaming arrangements. The Point of
