Specialist Kenneth E. Goddard (256) 895-1127 (Site Code DACA87) Bechtel
National Inc. (BNI), San Francisco, CA, is the competitively selected
contractor purchasing all equipment (other than major process
equipment) for all CONUS chemical demilitarization sites under Contract
No. DACA87-89-C-0007 with the US Army Corps of Engineers. The Automatic
Continuous Air Monitoring System (ACAMS) support the Chemical Stockpile
Disposal Program's (CSDP's) near real-time agent monitoring program.
Some components of the existing ACAMS are becoming obsolete and several
hardware modifications are needed to maintain state-of-the-art
monitoring capability. The Army is in the process of issuing a
modification to BNI to procure ACAMS for multiple CONUS sites and BNI
has expended significant effort under this cost contract in working
with instrument manufacturers to be able to timely respond to the
Army's requirements. The Army intends to add authorization allowing BNI
to procure ACAMS for testing on Johnson Atoll prior to installation at
CONUS demil facilities. The system consists of the ACAMS instrument
and the ACAMS sampling system. The Army can secure the procurement of
the ACAMS for all CONUS and OCONUS facilities only from BNI. Since BNI
has prepared to competitively procure the ACAMS for all CONUS
facilities, it is likely that award of the effort to procure the ACAMS
for Johnson Atoll to any other source would result in substantial
duplication of cost to the government that is not expected to be
recovered through competition. Delivery, installation, and testing of
the Johnson Atoll must be completed in sufficient time to procure and
deliver system to the CONUS demilitarization sites in accordance with
current construction schedules approved by the Program Manager for
Chemical Demilitarization (PMCD). All responsible sources may submit a
proposal for Johnson Atoll which shall be considered by the agency.
One purpose of this Synopsis is to publicize subcontracting
opportunities to the small business community. See numbered Note 22 and
28. A formal RFP will not be issued, but a copy ofthe proposed
supplemental agreement to Contract No. DACA87-89-C-0007 may be secured
by written request to the contract specialist listed above. Posted
