Systems engineering, technical assistance (SETA), and program management support to Special Projects Directorate and classified Special Access Programs from period 1 January through 30 June 1999, with an option to extend support through 31 Oct 1999, pending a transition to ESC's Information Technical Service Program (ITSP). System-oriented technical services, including Development Planning and Scheduling Analyses, Acquisition Engineering, Specialty Engineering (System Safety, Human Factors, Reliability and Maintainability, Electromagnetic Compatibility, Quality Assurance and Test and Evaluation, Computer Resources/Software Engineering Support), Manufacturing Engineering, Integrated Logistics Support, Configuration and Data Management, Security Administration, Graphics and Audiovisual, and Accounting and Finance. Contractor personnel must possess current (within five years) TS/SSBI clearances and be TS/SCI eligible. The Government intends to satisfy this requirement by extending current sole source contracts with Information Spectrum, Inc., and Quality Systems, Inc., by six months through 30 June 1999, with one, four month option, in order to provide uninterrupted Special Access Program support until the Special Projects Directorate acquires its SETA support via ESC's ITSP.
