(AOUSC) requires contractor professional support, studies and analysis
for long range facilities planning and related services. The AOUSC has
developed long range facility plans for each of the 94 Judicial
districts in the U.S., these comprehensive studies evaluate historical
workload, personnel, and space trends to project 5-10-20-30 year space
requirements in order to develop a plan of necessary facilities
actions. The successful offeror will provide currrent work on this
continuing process, to include 1) prepareing workloads and updating
long range plans, 2) providing special studiees, amalyses, and
statistical support, 3) preparation of an annual report and a five year
plan, 4) developing a training program, and 5) providing related
studies and analyses as they apply to space nd facilities planning. The
professional support, studies, and analyses work will fall under the
following examples: compile and compare identical statistical data
under situations,predict and/or forecast future space needs; develop
mathematical models and methodologies to evaluate recuring space needs;
provide optimization tecniques; provide cost benefit analyses; develop
and update databases; and reporting. Contractor personnel must be
proficient in statistical forecasting and projections using regression
analysis and other appropriate statistical techniques; have knowledge
of long range facility planning processes and techniques; have
knowledge of court spaces and functions, and structure and opeations of
the courts; have knowledge of court space design standards; have
experience in long range facility projections; have a working knowledge
and and understanding of Quattro Pro for Windows 95, "C" programming
languages, Client/Server SQL concepts, have the ability to understand
and utilize standard dBASE (DBF) and spreadsheet (WK*) files;
demonstrate through a management plan the corporate organization and
tools to accomplish the taskings; and demonstrate a proven ability to
mee shortdeadlines and its availability for meeting at the AO on short
notice. The resultant contracat will be an indefinite delivery
indefinite quantity task order contract for a basic period with two
one-year options. the total level of effort is estimated at five
