Contracting Squadron is soliciting quotes for a services contract to
remove all vegetation, plow to a minimum depth of 12 inches, and assist
in the removal of munitions residue from 125 acres of selected target
areas on Balboa West Bombing and Gunnery Range located in Panama. The
Air Force intends to conduct this procurement in accordance with FAR
Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test
Program for Certain Commercial Items. Solicitation F44650-99-T0004 is
issued as a Request for Quote (RFQ). The Standard Industrialization
code (SIC) is 1794. Resulting award will be Firm Fixed Price contract.
The contractor must accomplish the before mentioned service using a
remote tractor. A remote tractor capability is required to reduce Air
Force liability, and reduce the risk to personnel should a detonation
occur while clearing these lands. In addition to remoteness of the
tractor, it must also have a low ground pressure footprint to reduce
the susceptibility of setting off ordnance located just beneath the
surface, have a digging capability, and have a plow. Operation will
involve removal of vegetation from the target areas, followed by
plowing the earth to a minimum depth of 12 inches. Areas that have
large boulder size rocks may not need to have the boulders removed.
This decision will be based on a Quality Assurance Evaluator evaluation
in consultation with the contractor. Once all areas are cut and tilled
to a depth of 12 inches the contractor will be asked to standby for
removal of munitions residue and possibly to re-cut or re-plow areas
needing further investigation. These items will be discussed and
decided upon in consultation with the Quality Assurance and the
Contractor. Contractor is required to be in-place by 5 Jan 99.
Sub-surface operations are planned from 10 January 1999 and lasting
approximately 120 days. These dates are mandatory, with no alternative
dates set. Empire and Balboa West ranges are tropical savannas; they
have a distinct dry season from January to April and receive heavy
rains during the rest of the year. Due to this rainy season,
maintenance downtime must be kept to a minimum. The solicitation will
be available on the INTERNET on or about 06 November 98. Interested
offerors will be responsible for downloading their own copy of the
solicitation (and any amendments) from the ACC CONS Bulletin Board on
the INTERNET. It is the offerors responsibility to monitor the INTERNET
for solicitation release and release of any amendments. The
solicitation will be released as soon as practicable, whether prior or
