CBD announcement constitutes a Notice of Contracting Action. The F-15
Systems Program Office (SPO), Aeronautical Systems Center (ASC), is
planning the fabrication and assembly requirements associated with
production of the AN/ALQ-135 Internal Countermeasures Set ( ICS ) Band
1.5. These efforts include fabrication, assembly and test of up to 180
shipsets over as much as a five year period with the possibility of an
additional 90 shipsets for a potential Foreign Military Sale
requirement. This requirement will be the follow on production result
of development and integration efforts from Contract F33657-97-C-2032.
The Air Force is anticipating awarding a contract in the 1st quarter
of FY99 to the Northrop Grumman Corporation, the developer and producer
of ALQ-135 Band 1.5. The contractor will be tasked to perform the
following: (a) design and produce the AN/ALQ-135 ICS Band 1.5; (b)
fabricate up to 270 shipsets of AN/ALQ-135 Band 1.5 hardware; (c)
integrate and test the Band 1.5 subsystem as part ofthe all band
AN/ALQ-135 ICS ( Band 1.5 and Band 3 ); (d) conduct
retrofit/modification activities; (e) conduct systems engineering and
project management for the all band subsystems; (f) provide all
required engineering and production data, as no engineering data is
available from the government; (g) provide Intermediate and Depot Level
repair and spares for the Band 1.5 system. This effort encompasses
tasks associated with work that is in planning for approved sole source
award to Northrop Grumman, all of which require the expertise of the
prime contractor for the currently fielded AN/ALQ-135 ICS. The purpose
of this synopsis is to notify small business of potential
subcontracting opportunities. An Ombudsman has been established for
this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern.
Potential offerors should use established channels to request
information, pose questions, and voice concerns before resorting to use
of the Ombudsman. If needed, potential offerors may contact ASC's
