The authority is only one responsible source 10 U.S.C.2304 (c)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The CII is a unique organization that has been established to improve safety, quality, schedule, and cost effectiveness of the capital investment process through research and implementation support. It consists of approximately 40 owner members and 40 contractor members, and presently about 30 major universities participating in CII research. There is no other organization in the construction industry that can provide such a unique blend of research, networking potential, and implementation tools. The CII is recognized worldwide as the premier organization of key owner and construction leaders who work together to advance the capital projects delivery process. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government.
