Delivery Indefinite Quantity (IDIQ) Architect-Engineer (A-E) services
for Cannon AFB, NM for a basic contract period of 12 months and one
option period of one year. These services may be funded by either
appropriated or non-appropriated funds. These services include Title I
A-E services for selected multi-disciplinary projects located within
100 miles of Cannon AFB, New Mexico. Services may also include Title II
and other services -- land surveying, soil testing, or drafting
services at the option of the government. Projects may include new
construction, additions, alterations, maintenance, and repair or
combination thereof. DOD's policy for selection of A-E firms is based
on professional qualifications of the firm as indicated by selection
evaluation criteria. Selection of firms for negotiation shall be
through an order of preference based on demonstrated competence and
qualifications necessary for the satisfactory performance of the type
of professional services required. The evaluation criteria is as
follows, with critera 1 through 6 being of equal importance and 7 being
of less importance. 1. Adequacy and qualifications of design team
members. 2. Past performance of the firm with respect to similar work.
3. Proximity of firm to Cannon Air Force Base. 4. Recent specialized
work of this nature -- Structural, mechanical, electrical, etc. 5.
Professional qualifications of firm to accomplish contemplated work
within required time limits. 6. Present workload. 7. Volume of recent
DOD projects. One or two firm-fixed priced, IDIQ contracts maybe
awarded not to exceed the maximum amount of $240,000.00 for each
contract per year, with a guaranteed minimum of $5,000.00 for each
contract per year. Individual delivery orders may not exceed
$99,000.00. Firms desiring consideration shall submit current Standard
Forms 254 and 255, Architect-Engineer and Related Services
Questionnaire, to include information on the firm's principals as well
as on proposed subcontractors. Participation by minority and woman
owned business enterprises are encouraged. Only firms submitting new
Standard Forms 254 and 255 will be considered. Standard Forms 254 and
255 must be received in the 27th Contracting Squadron LGCC, 100 N Torch
Blvd., Cannon AFB, NM 88103-5131 no later than 9 Dec 98 to be
considered. Firms desiring consideration shall submit appropriate data
as described in Number Note 24. If two contracts are awarded as a
result of this notice, two firms will be selected. All responsible
sources may submit their qualifications which shall be considered. This
