The General Services Administration (GSA) announces an opportunity for
Design Excellence in public architecture. Architect-Engineer (A-E)
services are required for a new United States Courthouse in Gulfport,
Mississippi. GSA intends to contract for complete A-E design service
with the "A-E design firm" (as defined below) that best demonstrates a
commitment to excellence, while providing a viable team organization
meeting the geographic and other limitations set forth in this
announcement. The Government_s program objectives for this project are
that it: 1) provide a visual testimony to the dignity and stability of
the American Government and the seriousness of the federal judiciary_s
mission; and 2) provide a model for sustainable design in the Federal
Government 3) demonstrate productive workplace principles 4) be an
asset to the community that reinforces urban planning objectives of the
City of Gulfport, MS. 5) serve the Government_s needs for functional
space in the most efficient and cost effective manner. The site
selected by the Government for the new United States Courthouse will be
located in the Gulfport Central Business Area (CBA). The site is
required to accommodate the courts_ and court-related agencies_ 10 year
space requirements. The proposed new Courthouse will consist of 203,750
gross square feet, including 20,000 square feet for inside parking. The
building will be occupied by the U.S. District Court, Magistrate Court,
District Clerk of Court, Bankruptcy Court, U.S. Probation Office, the
U.S. Attorneys Office, U.S. Trustees, Circuit Library, Senate, and the
U.S. Marshals Service. The courthouse will provide four (4) district
courtrooms, two (2) magistrate courtrooms and two (2) bankruptcy
courtrooms with eight (8) chambers, offices, sallyport and detention
cells, ADP area, joint use GSA space for conference/training rooms,
food service, etc. Fifty (50) secured, inside parking spaces will be
provided for official vehicles and handicapped persons. The total
construction cost for the project is estimated to be a range of between
$30,000,000 and $35,000,000 with occupancy planned for 2nd quarter FY
2000. The objective of the selection process is to select an excellent
designer and firm supported by highly qualified design professionals
who will produce a building that exemplifies design excellence.
Accordingly, this will be a two stage selection process that will
establish design excellence as the initial level of selection, and
total project team qualifications as the second. In this process, the
designer and the associated architectural design firm that will, as a
minimum, develop philosophy, design intent and conceptual design for
this building is herein identified as the Lead Designer and the A-E
Design firm. The following definitions apply to all stages in this A-E
selection process: The A-E Design firm is a partnership, corporation,
association, joint-venture or other legal entity that will have
contractual responsibility for project design production. The A-E
design firm must have an active production office within the state of
Mississippi established at least 90 days prior to the date of this
announcement. If the A-E Design Firm is one of the aforementioned
entities, at least one of the associated firms must satisfy the
production office requirement. Lead Designer is the individual, team or
design studio will have the primary responsibility to conceive the
design concept and the building_s architecture. This individual, team
or studio is employed by the A-E Design firm. In developing the
complete project team of consultants required for Stage-II, those
offers selected for interview are advised that at least 70% of the
level of contract effort (design fee) must be performed in the state of
Mississippi, excluding specialty consultants (i.e., security,
acoustics, seismic, courts design, etc.) and that the interviews will
be conducted at the GSA Regional Office. The Stage-I selection process
will result in a minimum of three firms being selected forinterview
and further Stage II participation as outlined below. This is a
nationwide procurement and is open to all firms in the United States.
The scope of A-E services under this proposed contract may include, but
may not be limited to, the following: pre-design programming; site
investigation (including geo-technical surveys and analyses,
topographical and boundary surveys); complete concept, design
development and construction document A-E design services; cost
estimating (Uniformat level III/CSI Format); space planning; landscape
design; construction phase contract services; and other required
supplemental services if so requested by the Government. The facility
will be designed and constructed in "hard" metric (System
International) units. The A-E selection will be completed in two stages
as follows: STAGE-I: the first stage will establish the design
excellence capabilities of the A-E Design firm and its Lead Designer.
The A-E Design firm will provide specific evidence of its capabilities
to deliver design excellence and will express its design approach and
philosophy. If the A-E design firm is one of the aforementioned
entities or any other legal entity permitted by law to practice A-E,
briefly describe the proposed working and legal relationships between
its components. The A-E design firm will also identify its lead
designer for the project. Qualified firms must submit a letter of
intent and modified Standard Forms 254 and 255 for the A-E Design firm
only (identification of engineers and other consultants are not
required during this stage). Selection shall be based upon: 1) Past
Performance on Design (25%). For the key design firm, submit 8"X10"
photographs (maximum of three per project) and a typewritten
description (maximum of one page per project) for a maximum of five
designs contracted for in the past ten years. Include tangible evidence
-affidavits, certificates, publication notices, awards, peer
recognition, etc. demonstrating design excellence. 2) Philosophy and
Design Intent (35%). In the key designer_s words, using a maximum of
three typewritten pages, state your overall design philosophy, approach
to the challenge of resolving design issues, parameters of design that
apply to this project, philosophy of creating a building that relates
to the design fabric of the downtown community, etc. Partial solutions
should not be addressed at this time, but will be required during the
interview. 3) Lead Designer Profile (15%). For the lead designer for
this project, submit a biographical sketch including education,
professional experience, recognition for design efforts, inclusive of
example identity and description of areas of responsibility, and
commitment to this project. And 4) Lead Designer Portfolio (25%).
Submit 8" X 10" photographs (maximum three per project) and a
typewritten description (maximum one page per project) of not more than
three designs attributable to the Lead Designer and contracted for
within the past ten years including challenges and resolutions. After
the A-E Evaluation Board reviews the Stage-I submittals, the Board will
select a short list consisting of a minimum of three firms, and will
request a Stage Two submittal from the short-listed firms, as outlined
below. The short-listed firms will be announced in the Commerce
Business Daily. Stage-II: Following the Stage-I selection, the
successful offerors will develop the complete project team and submit
SF254 and SF255 for the entire project team. It is not necessary to
re-submit information submitted in the Stage I selection process. The
Government will establish the detailed evaluation criteria and the date
these submittals are due and provide the selection criteria for the
interviews and final selection process in conjunction with the Stage-I
short list announcement. At a minimum, the project team will be
required to demonstrate previous experience in, and understanding of,
courthouse design or other building types with complex programmatic
requirements, and/or include consultants specializing in those areas.
As part of Stage-II the A-E design team will identify a short list of
artists (up to 10) who may be considered for inclusion in the project
team. Such artists shall be of the highest caliber, capable of creating
works of art integrated into the architectural design and of serving as
collaborative members of the design team. Stage-II submittals shall
include resumes and a representative number of 35mm slides of each
artist's work. As mentioned, an interview with each selected project
team members may be included in this stage. During these interviews,
the goals and objectives of the Art-in-Architecture Program will be
explained to the prospective A-E firms and the Evaluation Board will
ascertain the level of experience the firms have had with artists as
members of a design team and integrating art into architecture. In
developing the project team, those offerors selected for interview are
again reminded that either the prime A-E contractor or at least one
member of a prime joint venture must have an existing professional
design production office within the State of Mississippi, and such
office shall have been in operation as least 90 days prior to the date
of this announcement. No other contractual relationship is acceptable,
i.e. offerors not having an existing professional design professional
production office within the State of Mississippi cannot serve as the
prime A-E contractor. Although this procurement is open to large
business, small and minority-owned A-E firms are strongly encouraged to
participate. The Government recognizes the talent existing in smaller
firms and encourages the contributions of new and innovative designers
to public architecture. The small business and small disadvantaged
business consultants being proposed by large businesses, as shown in
the required SF-254s and SF-255s, shall be reflected in a Small
Business and Small Disadvantaged Business Subcontracting Plan to be
submitted with the Stage-II submittal. During Stage-II of the selection
process, large firms must also provide a brief written narrative
ofoutreach efforts made to utilize small disadvantaged and small
women-owned businesses on this project, including Mentor / Protege
relationships, if any. An acceptable Subcontracting Plan must be agreed
upon prior to contract award to any large business. During Stage-II,
large businesses will be required to demonstrate a proactive effort to
achieve the following minimum goals for all subcontracted work: Small
Businesses (32%), Small Disadvantaged Businesses (6%), and Small
Women-Owned Businesses (5%). Potential offerors meeting the geographic
limitations, and having the design qualifications and production
capabilities to perform the services described herein are invited to
respond by submitting three (3) copies of the Stage-I submittal
information listed above to the office and address listed below, to be
received by that office no later than 3:00 P.M. on December 10, 1998.
All submittals must clearly indicate the solicitation number on the
face of the envelope. Late submittals will be handled in accordance
with FAR 52.215-10. Submittals should be mailed to General Services

Prospectus Development Study will be available at this meeting.
Facilities will be provided for large business A-E firms to explore
possible teaming arrangements with SB, SDB and Small Woman Owned
Businesses following this meeting. A follow-up listing of firms for
interview will be placed in this publication. Award of this contract is
