The USDA Forest Service intends to negotiate on a sole source basis with ESSA Technologies for the facilitation of a workshop of Joint Fire Sciences Program (JFSP) stakeholders, fire and fuel scientists, and model builders. The objective of the workshop is to review the purpose, spatial and temporal scope and resolution, content, function, and outputs of the Fuels and Fire Effects Extension to the Forest Vegetation Simulator (FFE-FVS) with respect to the needs of the JFSP stakeholders. The Contractor will be required to provide a document that records the workshop results. In addition, the contractor shall be required to modify the FFE-FVS model so that it meets JFSP stakeholder needs. This will include modifying existing model documentation to reflect these changes. This will be a one year contract. ESSA Technologies is uniquely qualified in that they developed the FFE-FVS model. The additional needs being requested of the firm is due to the growing interest in fire and fuels management issues. Offerors who believe they can satisfy these requirements must demonstrate their ability in writing.
