combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This written announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
GS05T99BMD0003 and is issued as a Request for Proposals (RFP). The
solicitation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-06. This requirement is
not set-aside for small business. SIC 4813, Telephone Communications,
size standard 1,500 employees applies. The Government contemplates the
award of a firm-fixed price, indefinite quantity contract with a one
(1) year base period with four (4), one (1) year options. The base
contract period is December 1, 1998, or date of award (whichever is
later) through November 30, 1999, excluding options. For purposes of
clause 52.216-22 the following estimated requirements apply: "minimum"
$100; "maximum" $700,000. The General Services Administration, Federal
Technology Services is seeking proposals for off premises switch based
voice and data services for Federal agencies located in Madison, and
Green Bay, Wisconsin. Estimated number of lines: 100 -- 1,250.
Potential service area NPANXXs are as follows: 608264, 608221, 608240,
608231, 608224, 608276, 608242, 608249, 608275, 608241, 608257,
608258, 608238, 608244, 608255, 608274, 608682, 608829, 608833, 920336,
920391, 920432, 920433, 920438, 920448, 920494, 920496, 920497, 920499,
and 920532. Services should include local telephone exchange access,
Centrex like service, long distance commercial access, access to the
Federal Government long distance network (FTS 2000/2001), inter-system
connection, and voice mail. Automatic Number Identification (ANI) to
the FTS 2000/2001 network is required, as well as call trace on
internal and external calls and Caller ID Blocking. The primary service
requirement is local access, transport channel services and related
functions within the defined area for Federal users located in either
federally owned or leased facilities. Number portability for the
current exchange DID numbers shall be provided when and where
available. The vendor shall have the capability to acquire additional
DID station numbers. Access to the local exchange shall include
emergency 911 service and functions, access to directory number
information, e.g., NPA-555-1212 or 411 and access to operator services.
At the discretion of the Government orders under any resultant contract
may be issued in writing, orally, facsimile, or by electronic methods.
The Government shall pay the Contractor, in arrears, upon submission
of invoices for services furnished in accordance with the terms of this
contract, at rates and charges for the services as awarded. In
accordance with the payment provision of this solicitation, contractor
may be required to receive all payments via Electronic Funds Transfer.
Vendors should furnish detailed data concerning their capability to
meet Government requirements, addressing specific geographic locations
and services available, along with pricing applicable to basic
service, any options, including voice mail and related services as
separate line items. Offerors are encouraged to make multiple offers,
as applicable, for the various quantities and locations within the
scope of this requirement. The following clauses apply to this
acquisition: 52.212-1 Instructions to Offerors -- Commercial Items,
(pay particular attention to paragraph (b)); 52.212-4 Contract Terms
and Conditions -- Commercial Items; 52.212-5 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders (a);

Quantity; 52.217-9 Option to Extend the Term of the Contract, 52.212-2
Evaluation -- Commercial Items, specific evaluation criteria include,
ability to meet technical requirements, past performance and price,
(technical capability and past performance, when combined, are
relatively more important than price); and 52.217-5 Evaluation of
Options. Offers will be evaluated in accordance with 52.212-1(e) and
52.212-2. Offerors are also required to include a completed copy of
52.212-3 Offeror Representations and Certification -- Commercial Items
