source seeking synopsis for the following non-personal services: Tinker
Air Force Base has a need for Plasma Spray Application for various
Engine Critical Component parts. A firm, fixed price Requirements Type
Contract is contemplated for one (1) year, plus a 120 day Option. The
process specifications are: B50TF192, A50TF278, F50TF10, A50TF33,
F50TF10, F50TF18, and PWA 53-18 or PWA 53-16. The Coatings, components
and best estimated quantities (BEQs) of parts, are: (1) B50TF192,
CLASS A; A50TF278, CLASS B for the F101 & F110 LPT Stage 1 Nozzle,
quantity 50 ea. (2) B50TF56, A50TF87 for the F101 & F110 HPCR Stages 1
& 2 Spool, quantity 25 ea. (3) B50TF56, A50TF87 for the F101 & F110
HPCR Stages 4 -- 9 Spool, quantity 25 ea. (4) B50TF56, A50TF87 for the
F110 Compressor Stub-Shaft, quantity 25 ea. (5) B50TF56 for the F110
Fan Rotor Rear Shaft, quantity 25 ea. (6) B50TF119 for the F110 Turbine
Frame, quantity 25 ea. (7) PWA 1318 or 1316 for the TF33 Rear
Compressor Case, quantity25 ea. Any interested sources must pass the
qualification tests for each coating they wish to be considered for.
The Acceptance Standards for the General Electric Coatings are GE Spec
E50TF65 and Table 4 in Tech Order 2J-F110-3-6, WP 003 21. The
Acceptance Standard for the Pratt and Whitney Coatings is PWA 53. Each
prospective source will be provided the qualification/test
requirements and test specimens for application of the coatings with
the Request for Qualification of Sources solicitation. The
qualification process consists of the prospective offerors' application
of the coatings on coupons or material samples. The Contractor will
have these samples tested by an independent lab at their own expense.
The samples, with the independent lab report for each sample, a copy of
the Contractor's quality plan and a copy of their ISO 9000
certification will be furnished to the Government no later than 16
December 1998. The Government will evaluate the information furnished
and provide each prospective source with either an "approval of source
letter" (for each coating approved) or a disapproved source letter.
When the qualification process is completed, the approved sources will
be solicited for prices and delivery on the coatings for which they
have received approval letters. The Request for Qualification of
Sources (F34601-99-R-54605) shall be issued on or before 13 November
1998. Each prospective source must fax in a specific request for this
RFQS. Response packages will be required on or before 16 December 1998.
The Government will provide approval/disapproval letters no later than
30 December 1998. For additional information and a copy of the Request

Qualification requirements: Sources must be qualified prior to being
considered for award. The solicitation will contain instructions for
obtaining further information on this requirement. The requirements of
FAR 9.202(A) have beencompleted and copies of the qualification
requirements and standards may be obtained as described in the
solicitation. These qualification requirements apply to line item(s)
0001-0007 The approximate issue/response date will be 13 NOV 1998. No
telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered.
