334-4384 (Site Code DAAE32) SERVICES CONTRACT FOR ANNUAL MAINTENANCE OF
FLUIDIZED BED RUBBER DENUDING SYSTEM AND CERTIFICATION OF EMISSION
MONITORING SYSTEM. Red River Army Depot, Texarkana, Texas is soliciting
sources to provide material, supplies and services for annual
maintenance and testing of the Fluidized Bed Rubber Denuding System
(FBRDS) and certification of the Emission Monitoring System for the
FBRDS. No solicitation documents exists. Interested firms must clearly
and convincingly document their capability to maintain the systems in
accordance with the original system builder's original manufacturer's
(OEM) requirements and the Texas Natural Resource Conservation
Commission (TNRCC) permit. All work is to be performed at Building 493,
Red River Army Depot (RRAD) near Texarkana, Texas. All labor, tools,
equipment required to perform the annual Maintenance and Testing and
Certification of the Emission Monitoring System shall be furnished by
and be the responsibility of the successful offeror. This requirement
includes anyand all personal protective equipment required to perform
the contract. The successful offeror shall be responsible for procuring
and supervising the work of subcontractors as required to accomplish
the work. All work shall be completed within a downtime period not to
exceed three weeks (twenty-one days). Delivery date for completion of
all work including certification shall be no later than 16 April 1999.
The services of qualified field service and computer engineers is
required on site during the entire refurbishment period. The TNRCC
permit establishes that only trained and certified personnel shall
maintain the Fludized Bed System. A record of annual inspection and
maintenance action on the Fluidized Bed System shall be made available
to TNRCC prior to recertification. A listing of required hardware,
material and components shall be provided to Red River Maintenance with
sufficient lead-time for replenishment of inventory prior to start of
work. The offeror shall provide any and all technical manuals, drawings
and programming required to perform the contract. The offeror shall
provide the services of an independent testing laboratory approved by
TNRCC to perform emission monitoring equipment certification tests.
Offeror shall guarantee performance of the emission monitoring
equipment and that it will pass the tests required for certification.
The offeror shall retain field service engineers and testing laboratory
equipment and personnel on site until the Fluidized Bed System has
passed all TNRCC certification requirements. Acitvities required
include replacement of sealing gaskets, replacement of insulating tile
and retainers, removal, replacement and sealing of damaged insulation,
repair of afterburner walls, replacement of deformed afterburner
support columns, resealing of afterburner walls, installation of
reconditioned blower, change out of all filter elements, repair and
replacement of burner and pilot burners, repair or replacement of
defective electrical components and controls, replacement of bar
grating, repair including calibration and certification of all machine
room and control room gages, removal and replacement of sand and
graval, replacement of flexible connections for natural gas, water and
air lines, adjustment of all machine variables, and repair of all
piping systems. The offeror shall submit a written report at the
conclusion of Annual Maintenance. the report shall list all inspection
findings, work performed and recommendations for work to be performed
by RRAD that was not included in the contract. The emission monitoring
unit requires maintenance and inspection prior to annual certification.
The TNRCC requires yearly certification of the emission monitoring
system for permit requirements. The existing emission monitoring system
is an Air Instruments and Monitoring, Inc., (AIM) Model E-6000 system.
The purpose of the testing is to determine if the carbon monoxide and
oxygen concentrations measured during testing correlate with the
carbon monoxide and oxygen emissions measured by the emission
monitoring system installed in the exhaust stack. Tests shall be
performed on the emission monitoring system as set forth in the
appendices to the code of Federal Regulations, Title 40, Environmental
Protection Agency (current edition), Chapter I, Part 60, Methods 3A
and 10, and the Performance Scope of Works #3 and #4. The exhaust stack
has a thirty-nine(39) inch inside diameter. The stack has two sampling
ports located ninety degrees apart. No tests are required for opacity.
Centerline of the ports is approximately forty-two inches above a
specially constructed platform located approximately thirty-four (34)
feet above ground level. Overall stack height is approximately
forty-two (42) feet. Test ports diameters are four (4) inches with four
(4) inch length. The stack is designated as Emission Point Number (EPN)
493-150 in TNRCC Permit No. 9157. Upon successful completion of the
tests the offeror shall submit to the Contracting Officer five (5)
bound copies of the test report containing test results and a
description of the equipment, gasses, and procedures used to perform
the tests. Field data sheets, laboratory data sheets, calibration data
and calculations shall be provided for each test. Reports shall be in
the format acceptable to the TNRCC. Two (2) copies of the report will
be submitted to TNRCC by RRAD. The Contractor shall provide a warranty
on all parts and labor. A response to this sources sought is requested.
