The Naval Facilities Engineering Command, Contracts Office, Port Hueneme, CA (NAVFAC) intends to issue a Request for Proposal (RPF) for consulting services in support of the PPV Housing Program. Among other things, the contractor will furnish advice with supporting rationale on whether DON investment objectives will be met under alternative development strategies, and participate in the preparation of solicitation documents and review of housing development proposals. The contractor also will be involved in the identification of suitable sites, review of current regulatory requirements, consideration of DoD policy concerning investment approaches under the PPV authorities, issues regarding return on investment, strength of submitted financial plans, project life cycle costs, and regional and community planning issues. The contemplated contract will be a firm fixed price, indefinite delivery contract. Minimum value $100,000.00. The contract term will be a base year, with four one-year options.
