Cardwell 901-544-3233 1. SERVICES REQUIRED: The services to be procured
under this announcement are classified in Standard Industrial
Classification Code 8711. One indefinite delivery type contract will be
entered into as a result of this announcement. The proposed procurement
listed herein will be an unrestricted procurement, and submittals from
large and small businesses will be considered. A firm is considered to
be a small business concern if the firm's average annual receipts from
the preceding three fiscal years do not exceed $2.5 million. If a
large business is selected for this contract, it must comply with FAR
52.219-9 regarding the requirements for a subcontracting plan on that
part of the work it intends to subcontract. The subcontracting goals
for the Memphis District are: (1) at least 61.2% of the amount the
prime firm intends to subcontract is to be placed with small businesses
(SB), including small disadvantaged businesses (SDB) and women-owned
small businesses (WOSB); (2) at least 9.1% of a contractor's intended
subcontract amount be placed with SDB; and, (3) at least 4.5% of a
contractor's intended subcontract amount be placed with WOSB. The
subcontracting plan is not required with this submittal; however, the
stated subcontracting goals should be addressed in response to criteria
4.G., listed below. Firms with demonstrated specialized experience,
competence and qualifications pertinent to primarily civil engineering,
structural engineering, geotechnical engineering, hydraulic
engineering, electrical engineering, mechanical engineering, design of
control systems, surveying, soil boring and testing, environmental
engineering, and biology (terrestrial and aquatic) are desired for
consideration. The contract services performed under this contract
support the Engineering Division of the Memphis District in the
preparation of reports, memorandums, plans, specifications, and cost
estimates. 2. PROJECT INFORMATION: Work areas will normally be within
the boundaries of the Memphis District (which includes portions of AR,
IL, KY, MO, MS, and TN), but work assignments may be made in other
Districts. The Grand Prairie Area Demonstration Project (GPADP),
located in east central Arkansas, is the primary project for this
contract. The GPADP consists of 184 miles of new canals and levees, 291
miles of improvements on existing channels, 120 weirs, 177 miles of
pipeline and numerous check stations and gated structures along with
other environmental features. The project purpose is agricultural water
supply, groundwater preservation, and waterfowl conservation. The GPADP
Reevaluation Report is available for viewing on the Memphis District
Homepage on the Internet. The anticipated award date of the contract is
May 1999, with the basic contract period ending 1 year (365 calendar
days) after the date of award or upon expenditure of the contract
amount, whichever occurs first. Work to be performed is subject to
satisfactory negotiations of individual task orders not to exceed
$1,000,000 each or a total of $2,800,000 for the initial year of the
contract. The basic contract will include four options to extend the
contract period one calendar year for each option and to expend an
additional $2,800,000 for each option. 3. QUALIFICATIONS: Firms must
demonstrate in their submission the ability to meet the following
requirements: (A) Adequate professional personnel with experience
primarily in civil design engineering, structural engineering,
geotechnical engineering, electrical engineering, and mechanical
engineering, but also hydraulic engineering, surveying, subsurface
exploration, computer technology, environmental engineering, and
biology (terrestrial and aquatic) to produce quality reports,
memorandums, plans, specifications, cost estimates, electronic bid
sets, and construction schedules. (B) Sufficient supervisory,
administrative, and project management personnel to ensure expeditious
completion of required services. (C) Adequate experienced professional
personnel and computer equipment to deliver final Computer Aided Design
and Drafting (CADD) System drawings in an electronic format compatible
with the Memphis District's Intergraph system. (D) Ability to provide
specifications and plans in Electronic Bid Set (EBS) format on CD-ROM
media (information about EBS is available at the following web site:
http://tsn.wes.army.mil/TSNSoftware.asp). (E) Adequate experienced
professional personnel and computer equipment to provide project
management using software, such as Open Plan or Microsoft Project,
which supports the .mpx format. 4. EVALUATION CRITERIA: Selection will
be based on the following five primary criteria (A, B, C, D & E) and
three secondary criteria (F, G, & H). All criteria are shown in
descending order of importance: (A) Specialized Experience. The
selected firm must demonstrate availability of staff or associates with
specialized experience, competence, and qualifications in primarily
general civil engineering (including surveying capabilities),
structural engineering, geotechnical engineering (including soil boring
and testing capabilities), electrical engineering, mechanical
engineering, hydraulic engineering, environmental engineering, biology
(terrestrial and aquatic), and project management, in the design of
structures such as pumping stations, bridges, gated culverts, siphons,
pipelines, weirs, check structures, small buildings, flood control
channels, irrigation canals and embankments. (B) Professional
Qualifications. The prime firm and its subcontractor(s) (hereinafter
referred to collectively as "firm") must have licensed and registered
Professional Engineers on staff in the disciplines required. The firm
should indicate professional recognition, professional associations,
advanced training, and specific work experience of key personnel. (C)
Capacity. The selected firm must demonstrate sufficient personnel and
equipment in the disciplines necessary to conduct the required work in
an efficient manner. Sufficient technically qualified personnel should
be available to perform independent technical reviews of all work.
These persons should not be among those engaged in the primary design
activities or the supervision of those activities. (D) Knowledge of
Primary Project Area. Consideration will be given to knowledge of the
primary project area within the boundaries of the Memphis District,
including knowledge of geological features, climatic and hydraulic
conditions, federal, state and local environmental laws and
regulations, and local construction methods that are unusual or unique.
(E) Past Performance. Performance evaluations on previous contracts
with Government agencies (including DOD) and private industry in terms
of cost control, quality of work, and compliance with performance
schedules will be considered. The following three secondary criteria
(F, G, & H), which are listed in descending order of importance, will
be used as "tie-breakers" among equally ranked firms after evaluation
by the primary criteria. (F) Geographical Location. Proximity of the
firms' offices where the work will be managed, coordinated, and
CADDwork performed to Memphis, TN will be given consideration. (G)
Small Business Considerations. Consideration will be given to firms
intending to subcontract in a manner that contributes toward the
Memphis District subcontracting goals shown under 1. above. If the
prime firm can be considered a small business (the firm's average
annual receipts from the preceding three fiscal years do not exceed
$2.5 million), show the firm's average annual receipts from the
preceding three fiscal years and state the prime firm is a small
business. If the prime firm can be considered a large business, then
show the amount the prime firm intends to subcontract. Of this intended
subcontract amount, show the amount the prime firm intends to
subcontract to Small Business, to Small Disadvantaged Business, and to
Women-Owned Small Business, along with the percentage of the intended
subcontract amount for each one. (H) Volume of DOD Work. Consideration
will be given to the volume of work previously awarded and contractor
earnings assigned to the firm by DOD in the last 12 months (October 1,
1997 to October 1, 1998), with the object of effecting an equitable
distribution of DOD A-E contracts among qualified A-E firms, including
small and small disadvantaged business firms, and firms that have not
had prior DOD contracts. 5. SUBMITTAL REQUIREMENTS: Interested firms
having the capabilities to perform these services must submit one copy
of SF 255 (11/92 Edition) for the prime and one copy of SF 254 (11/92
Edition) for the prime and all subcontractors to: Mr. Alan Cardwell,
CEMVM-ED-DM, Memphis District, Corps of Engineers, Room B-202, 167
North Main Street, Memphis, TN 38103-1894, no later than close of
business (COB) (4:00 PM Central), Wednesday, 23 December 1998. The
solicitation number should be included in Block 2b of SF 255. Include
in Block 3b the firm's ACASS number. If not available, phone the ACASS
Center at 503-808-4591 to obtain a number. In Block 10 of the SF 255,
firms are requested to clearly and succinctly address all
qualification requirements listed under Items 3 and 4 above. All DOD
contracts awarded to the firm and its affiliates (not to include
subcontractors) during the 12-month period of October 1, 1997 to
October 1, 1998 should be shown, including the contract amount and
whether the contract includes an option year(s) and option amount(s).
Firms are also required to show the total amount of DOD contract
earnings within the 12-month period stated above by the firm as prime
contractor, without regard to the award date of the contract(s). Also
in Block 10, firms are requested to provide a detailed list of all
pertinent field and office equipment to be used on this contract that
distinguishes ownership between prime and subcontractors, if used.
Similarly in Block 10, describe the firm's overall quality management
plan, including management approach, coordination of disciplines, field
crews, and subcontractors; and quality control procedures. A contract
specific quality control plan must be prepared and approved by the
Government as a condition of contract award, but is not required with
this submission. Letters (including transmittal letters), photographs,
brochures and other promotional literature are neither desired nor
will be considered. Solicitation packages are not provided to
interested firms for A-E contracts before final firm selection. This is
