(USAID) Mission to El Salvador is seeking applications from qualified
Private Voluntary Organizations/Non-Governmental Organizations
interested in providing technical assistance to increase access by
rural residents to clean water in an environmentally sustainable way
(AGUA activity). Although commercial or profit-making organizations are
not excluded from applying for participation in this program, all such
organizations should be aware that no fee or profit will be allowed
under the resulting cooperative agreement. The estimate for performance
of the work required falls within a range from $9,000,000 to
$11,000,000. The AGUA activity is a three and a half-year effort with
interventions at the national, municipal and community levels. The
multi-level approach is necessary because of the types of problems and
the institutional and regulatory environment in the water sector. The
activity will direct much of its effort toward three of the most
critical watersheds in the country comprising the territory of 18
municipalities. Special emphasis will be made at the local, community
level to attain local ownership, participation, and sustainability of
the interventions. The activity will coordinate with public, private,
and non-governmental institutions to ensure policies are supportive of
municipal efforts to manage their natural resources responsibly and to
aid in the replication of lessons learned. By operating at the
national, municipal and community levels, USAID will be able to make
the best use of the resources available from activities of all the
Mission's Strategic Objectives, as well as those of other development
partners, to make a meaningful and lasting impact on water resources in
rural El Salvador. RFA El Sal 99-001 will be available on or after
