The National Institute of Standards and Technology (NIST) intends to procure, on a sole source basis, the services of JEOL USA, Inc. of Peabody, MA under the authority of 41 U. S. C. 253 (c) (1)- Only one responsible source. This procurement is for a fully guaranteed, preventive maintenance service contract for a JSM-8401, Scanning Microscope, FCS (Four Crystal Spectrometer), a JSM -- 6400 Scanning Microscope and JEOL ancillary devices. JEOL Inc. is the sole manufacturer of this equipment, ancillary devices and replacement parts. Many components and software are proprietary. JEOL Inc. maintains a staff of service engineers who are qualified to service these unique instruments. JEOL Inc. is the only source for timely guaranteed maintenance and or repairs, which will maintain the original specifications of these expensive, sophisticated instruments and attachments. It is anticipated as a result of this solicitation a Firm Fixed Price Purchase Order will be issued by November 20, 1998. The Period of Performance is for the base year with four (4) annual option periods. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within 15 days after the date of publication of this synopsis.
